Job Profile:
The post holder will provide strategic leadership on inclusion and gender justice within CAFOD programmes and be responsible for the operationalisation of CAFODs programme quality framework. CAFOD has already pioneered the development of a Safety, Access, Dignity and Inclusion (SADI) programming framework – which is an approach that can be applied to any type of programme to ensure safety of programme participants, that different groups can access and participate in programmes, and that their inherent dignity is respected in all interactions. The SADI framework integrates sectoral good practice on gender, inclusion of older people, people with disabilities, protection and accountability. The postholder will work together with other technical leads to ensure that any additional commitments outlined in Our Common Home– CAFOD’s ten year strategy (including environment, gender justice and women’s empowerment) are embedded within this framework.
This post sits within the Programme Quality and Partner support team and reports directly to the Head of Programme Quality and Partner Support. Overall, the postholder will be responsible for promoting SADI programming, rooted in a strong analysis of context, power, gender and how intersecting aspects of identity may result in discrimination, oppression and exclusion. The role has a global remit and will have a direct linkage to International Programme Teams as well as work with other technical leads in CAFOD’s Programme Quality & Partner Support Team, and the Safeguarding Team in engaging and supporting CAFOD’s international programmes.
Key Responsibilities
Development and operationalisation of CAFOD’s programme quality framework (40%)
- Provide strategic leadership on inclusion and gender justice within CAFOD programmes and be responsible for the operationalisation of CAFODs programme quality framework– building on the success of SADI framework, which includes guidance on key cross-cutting issues in our work (such as inclusion, gender justice, environment, local leadership).
- Building on CAFOD’s strategy, Our Common Home, lead on the integration of gender justice into CAFOD’s programming and ways of working, including capacity strengthening for staff and partners.
- Provide and/or coordinate technical advice and support to international programme teams and partners on inclusion and gender justice through training, 1-2-1 mentoring of specialized staff, and direct inputs into programmes throughout the programme cycle
- Using the SADI/programme quality framework to identify capacity and performance gaps, the postholder will help ensure all programmes have the capacity and support required to deliver high quality programmes. S/he will identify training and support needs, plan and prepare training workshops and facilitate participatory training sessions adapted to a range of learning needs and styles – with a focus on strengthening staff and partner capacity to strengthen attention to gender and inclusion
- To support the development of guidelines, resources and tools for staff and partners on SADI/programme quality framework
Programme development (30%)
- Lead on providing technical advice to core programme development and contribute toward building a portfolio of programmes aligned with SADI/programme quality framework
- Support programme teams to conduct gender and protection analysis to inform programme design
- Provide technical advice and support as needed at design/development stage to ensure any new projects or programmes mainstream protection, are age and disability inclusive, and gender sensitive at a minimum, in line with CAFOD’s programme quality framework
- Support in the development of sound Theories of Change and selection of appropriate evaluation strategies and indicators.
- Working together with the Programme Quality Lead
- Ensure that programme design is informed by best practice and learning from CAFOD’s programmes and the wider sector
- Support in evaluating the implementation of safe, accessible, dignified and inclusive policies and strategies at a programme level, monitor SADI indicators, carry out programme specific reflections during the annual review process and support the development of action plans based on the findings.
Knowledge management and learning (20%)
- Build a knowledge base of learning and evidence around good quality programming (including gender justice, inclusion, women’s empowerment) that can be shared (internally and externally) and applied to future programmes and interventions.
- Responsible to ensure that the international programmes deliver on the KPIs related to inclusion, gender justice and women’s empowerment
- Support relevant teams and partners in harvesting learning, good practices and documenting case studies and other learning products.
- Co-ordinate the dissemination of learning across CAFOD’s programmes through various channels, in particular through a Community of Practice on Inclusion and Gender that promotes shared learning and knowledge management
- Working with Programme Quality Lead to identify and introduces new elements (systems, tools, processes) required to support the monitoring and learning of SADI/programme quality framework
External representation and networking (10%)
- To coordinate CAFOD representation in relevant external networks and fora, including the interagency group on Protection Mainstreaming and CI working Group on Accountability, Protection mainstreaming and Real Time Evaluations, Enhanced Learning and Research for Humanitarian Assistance (ELRHA) on Inclusion, UK Gender and Development Network, CIDSE Gender Equality Group and other local/regional gender networks
- To identify opportunities and establish links with peer agencies (including sister agencies) and research organisations to support learning on SADI programming and gender justice/women’s empowerment
- Keep up to date with and share key trends, debates and good programme practice in relation to gender justice, inclusion and good programming
- Forge links with academia and specialist agencies working on the rights of people with disability and older people and identify opportunities for new partnerships

Job Specific Competencies
Technical skills and experience:
- Master’s Degree (or equivalent experience) in social work, international development, gender or disability studies or related humanities field
- Proven experience of supporting integration of gender, disability and inclusion of older people and other vulnerable groups in humanitarian or development programmes across a range of sectoral areas (WASH, food security & livelihoods, etc.)
- Substantial knowledge of and work experience relating to gender justice issues including gender analysis, gender mainstreaming and promotion of gender equity and women’s empowerment.
- Well-developed understanding of protection mainstreaming with a robust understanding around needs and concerns of older people and persons with disabilities
- Knowledge and experience of programme cycle management, monitoring, evaluation, accountability, and learning
- A proven track record in designing and delivering effective and engaging training workshops and excellent facilitation and presentation skills, including experience of designing and delivering training for teams with different specialisms and levels of knowledge.
Leadership and Coordination:
- High-level interpersonal and communications with the ability to effectively influence and liaise with key stakeholders on behalf of and in line with CAFOD’s principles.
- Ability to quickly establish and maintain effective relationships to achieve results in short timeframes
- The ability to work autonomously, be proactive and proven ability to work creatively, innovatively and effectively to make decisions with limited direct supervision.
- Consistently approaches work with energy and a positive, constructive attitude.
