Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

With more than 5.2 million Venezuelans outside their country of origin, Latin America is experiencing the biggest exodus in its history. The outflow of people keeps increasing, while national capacities are already overstretched. In this context, several Governments are seeking support while flagging the need for a regional approach.

Ecuador has so far received more than 430,000 Venezuelan nationals and has been transit country for over 1.8 million persons.

The population from Venezuela is arriving mainly through the northern border of the country, Rumichaca, facing various risks throughout their journey and arriving in direct need of assistance. The access to health and other social services, livelihoods, and the rise of xenophobia manifestations are among the main concerns. A response to the humanitarian needs of Venezuelan refugees and migrants is currently underway under the leadership of IOM and UNHCR and through joint projects and coordinated strategies.

Since April 2018, the IOM is present in the area assisting directly this population through a sub-office in the city of Tulcán, Carchi, and at the border crossing in Rumichaca; It is within this context that IOM Ecuador is seeking for an expert for coordinating and overseeing all activities of the mission in Rumichaca/Tulcán to serve as liaison with the Working Group for Refugees and Migrants, from the side of the IOM in the area.

IOM Ecuador broadened and increased its activities associated with the priorities identified by the Ecuadorian Government and civil society regarding vulnerable populations in the country.

Under the overall supervision of the Chief of Mission (CoM) in Quito, Ecuador, the direct supervision of the Programme Officer and in close coordination with Programme Coordinators, the successful candidate will coordinate and oversee all activities and personal in the Sub-Office of Tulcán/Rumichaca and the northern border region; ensuring their relevant and effective implementation, in line with the specific requirements of the Partners of the international cooperation; specially with the UN agencies, as well as those arisen of the coordination with local and/or regional authorities in the response to the mobility flows coming from Venezuela in the country.

Core Functions / Responsibilities:

  1. Support Programme planning within the context of the Regional Plan for Refugees and Migrants and those activities resulted of the Working Group for Refugees and Migrants, (GTRM), to contribute to maximizing programmes’ efficiency and impact for the benefit of Venezuelan migrants and refugees in the area of deployment.

  2. Provide input and support to the implementation of the Refugee and Migrants Response Plan for Refugees and Migrants of Venezuela (RMRP), facilitate the mainstreaming of cross-cutting issues including youth, gender, unaccompanied and separated migrant children, lesbian, gay, bisexual, transgender and intersex (LGBTIQ+) population, disability, protection, etc. within all aspects of programme planning and implementation in the zone.

  3. Co-lead the Local GTRM / Human Mobility Network (in conjunction with United Nations High Commissioner for Refugees), organizing and leading the discussion spaces in the different meetings and working groups that are generated for the assistance of the Venezuelan population, in direct coordination with the Interagency Coordination Team of the National

GTRM.

  1. Control the quality of services provided by the mission giving continuous feedback to improve their timeliness, foresight and reliability.

  2. Supervise, guide and train, as necessary, the programme support and planning teams in the field missions, and monitor adherence to key planning targets and deadlines.

  3. Review the implementation and performance of programmes through appropriate physical monitoring to evaluate the projects by reviewing work plans, progress reports, budget, financial reports, etc.

  4. Provide inputs and support effective and quality plans and planning processes with the National Office in Quito, in the context of the RMRP.

  5. Provide technical support to Programs, Departments and Areas to associate the needs of the community; identify and assist with the integration of program activities to improve the coherence and complementation of services, research means to maximize the impact of the program within the changing context of the region.

  6. Provide recommendations for improvement; contribute to the needs analysis and priority processes in the region.

  7. Check that quality and standards are in line with IOM instructions/guidelines, indicators and good practices, including activities in relation to Venezuelan response programme.

  8. Draft segments of regular quarterly reports and comprehensive semi-annual result reviews on implementation of programme objectives carried out in the zone of operations.

  9. Provide technical support for new joint planning processes and revisions of active response plans as necessary.

  10. Undertake field visits as necessary.

  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Public Policy, Social/Political Science, Research/ Research Methods, Social Science, Statistics, Project Management, International Relations, International Development or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Substantial experience in the design and implementation and development of projects with large-scale donations;

• Proven experience with strategic planning approaches, budget control and report writing;

• Previous experience working on social projects, such as strengthening social inclusion and promoting the rights of migrants and refugees.

Skills

• Solid knowledge in program planning and implementation of objectives;

• Great ability to understand, develop and implement administrative and financial control procedures.

Languages

IOM’s official languages are English, French and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English and Spanish is required (oral and written). Working knowledge of Portuguese and/or French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
