SUMMARY:  As a member of the Global DMEL Team, the Global Indicator Database Lead (Database Lead) works to realize Team Objective Two: NDI teams have tools, resources and guidelines to establish sound M&E Systems to monitor and report on program performance. 

To that end, the Database Lead  works to: 1)  Operationalize sound M&E systems across the institute; 2) Establish and maintain indicator databases for the institute; 3) Design and deliver an Indicator Database Curriculum ; 4) Lead the annual and periodic analysis, visualization and utilization of performance and secondary datasets for various donors and institutional stakeholders; 5) oversee Global DMEL staff in providing technical assistance to regional teams on data management, data security and data quality; and 6) Support Global DMEL research projects. The position liaises with other institutional units (program coordination, accounting, technology) and external stakeholders (CEPPS MEAG) to ensure that programs meet USAID and other donor requirements for program monitoring, data quality, security and utilization, reporting and collaborative learning and adaptation (CLA). 

ESSENTIAL DUTIES AND RESPONSIBILITIES

The key duties and responsibilities of the Senior Indicator Database Analyst are as follows:

1. Operationalize sound M&E Systems at NDI. This includes: 

a.) Creating guidelines, protocols and tools for regional staff to use performance monitoring plans (PMPs), SMART indicators and relevant M&E budgets at the program design; develop Performance Indicator Reference Sheets (PIRS) and donor-approved indicators at program startup Overseeing Global DMEL staff in providing technical assistance to regional DC and field staff in utilizing M&E tools and protocols at program design, startup and program management phases; 
b.) Create guidelines, protocols and tools for regional teams to use the Institution database in compiling and analyzing indicator data in preparation for midterm and final evaluations

2. Establish and maintain indicator databases at NDI, including:

a.) Working with the CEPPS Consortium Indicator Database Working Group to design the GEPT database and operationalize the agreed-upon consortium protocols for: data quality assurance; data entry, management and retrieval of common performance indicators that align with USAID/GEPT requirements

 

b.) Representing the Institute’s interests and needs with the database vendor on potential system improvements, new features, the introduction of system changes, and any additional support needed from the vendor

 

c.) Socializing diverse institutional stakeholders to the database and leading a participatory needs assessment to design data dashboards for regional, functional and executive teams that contribute to evidence-based learning at the institute.
 
d.) Troubleshooting the institutional database design, data management and governance, data analysis and visualization, and data retrieval systems; and rolling out the design to the broader institute, including customized data dashboards for diverse stakeholders. 
 
e.) Ensuring all program data collection, management and retrieval are in compliance with GDPR and other ethical standards sanctioned by the Institute
 
f.) Provide regular updates and training on supplemental database features, existing and newly introduced, such as checklists, finance tracking, and IATI
 
g.) Overseeing Global DMEL staff in enforcing data governance permissions and protocols for the Institutional Indicator Database

3. Design and Deliver an Indicator Database Curriculum, which would include:

a.) Working with the Global DMEL staff to integrate the indicator database training into a broader Training of Trainers (TOT) for M&E around the project cycle

b.) Providing technical guidelines to DC and field staff in establishing and using an online indicator databases, including guides for structuring project, data entry, retrieval and visualization of routine data.

c.) Drafting SMART indicators and data collection protocols

d.) Establishing and maintaining the quality of the data in an indicator database 

e.) Visualizing and utilizing performance indicators for program reflection, analysis and decision-making (RAD) as well as for more effective reporting

f.) Using new technologies for M&E;

4. Lead the annual and periodic analysis and utilization of performance data for various donors and institutional stakeholders, including:

a.) Providing statistical support for quarterly, annual reporting requirements for NDI’s donor mechanisms (USAID/GEPT, DRL/PAIRS, DRL/FFF) 

b.) Using the indicator database to retrieve and organize indicator data across regions and/or functional areas

c.) Disaggregating and analyzing indicator data to explore trends

d.) Packaging global indicator data for strategic planning, fundraising and evidence-summits

 
5. Oversee Global DMEL staff in providing technical assistance to regional teams on data management, data security and data quality, including:

a.) Operationalizing indicators at project design and project startup

b.) Structuring baseline indicator data in the database as part of a wholistic M&E System

c.) Periodic review of indicator data for donor reporting

d.) Implementing donor required data quality assessments (DQAs)

e.) The use of data in CLA and/or RAD sessions

6. Support Global DMEL research projects, including

a.) Support quantitative analysis and visualization of data for MEL evaluation projects (PAIRS, FFF, NED)Accounting

b.) CEPPS Database Development Group (IRI, IFES)

c.) “Evaluating Debates” and “ICT, Youth and Disinformation”

7. Liaise with other Institutional units and external partners, including

a.) Technology

b.) Program Coordination

c.) Accounting

REQUIRED EDUCATION & EXPERIENCE

  • Master’s degree in social science, data science, international affairs, international development, or related field
  • At least 6 year work experience relevant to international development, democracy and governance, education or similar field
  • A minimum of 4 years work experience in databases, data management, and data analysis preferably with international development programs, political campaigns, community organizing or legislative affairs
  • At least 3 years of experience in M&E for international development focusing on monitoring and data quality
  • Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis
  • Experience in developing and operationalizing SMART indicators for challenging contexts
  • Experience in setting-up and maintaining M&E systems in the field
  • Experience in qualitative and quantitative data analysis and visualization
  • Understanding of the function of M&E within an implementing organization
  • Familiarity with donors’ MEL requirements, including USAID, NED, DoS and non-federal donors
  • Experience with PowerBI, Tableau or other data visualization software strongly preferred
  • Experience of living or working experience outside the U.S. preferred
  • Experience with STATA, R, SPSS or similar preferred
NECESSARY SKILLS AND ABILITIES

  • Demonstrated knowledge and/or competency in one or more areas of NDI’s elections and political process work; good governance; citizen participation; political parties; gender, women and democracy and information, communication and technology and familiarity of the political environment in at least one of NDI’s regional areas.
  • Ability to analyze problems, collect and verify data, draw evidence-based conclusions, and the ability to think innovatively
  • Demonstrated ability in establishing performance monitoring systems
  • High level of interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders and policy makers
  • Excellent oral communications skills to effectively present information, respond to questions
  • Language proficiency in Arabic, French and/or Spanish preferred
  • Ability in conducting training workshops on M&E concepts and approaches
  • Demonstrated ability to develop and/or utilize databases (Access, Salesforce, etc)
  • Exceptional writing skills to effectively create clear and concise reports, guidelines, and reference materials
  • Excellent quantitative analysis and data visualization skills 
  • Working knowledge of basic budget and accounting procedures
  • Working knowledge of PC-based word processing and spreadsheet applications
  • Ability and willingness to travel to regional locations, which are often remote and difficult to reach
