Project Summary:
The project is scheduled to conduct a Data Quality Assessment (DQA) for a sample of fifteen USAID Bureau for Humanitarian Assistance (BHA) projects and project indicators. The DQA will be implemented by examining the systems and approaches for collecting data of BHA implementing partners (IP) to learn whether these systems and approaches are likely to produce high quality data over time.

Position Summary:
The Data Analysis will assist in the DQA assignment which involves a review of the data collected and reported by BHA IPs. MSI anticipates completing the DQA for a total of 45 indicators. These services will be delivered remotely through teleconferencing platforms and MSI Office Amman, Jordan (if required) for a period of three months from July 2021 to September 2021. An estimate of 8-9 days LOE per report will be issued.
Responsibilities:
- Support the DQA team in planning a schedule of visits/interviews/sessions to be confirmed prior to commencing with the assessment
- Conduct desk review, including IP activity reports, Monitoring Evaluation and Learning (MEL) plans and previous DQA reports prior to the assessment
- Conduct or support DQA review sessions with IP offices to interview staff and review documentation and provide related notes under MSI DQA team guidance

Complete the draft DQA checklists for indicators and write draft summary per indicator with findings and recommendations under MSI DQA team guidance

Draft short summary reports, describing the key findings per assessed indicators and summary of the supporting evidence along with including DQA checklists
Qualifications:
- Bachelor’s degree preferably in a field such international affairs, economics, sociology, social science or statistics required
- A minimum one year of experience in developing data analysis plans required
- Demonstrated experience conducting quantitative and qualitative research in development and humanitarian context required
- Experience working on issues in Health and Nutrition; Water, Sanitation and Hygiene; Agriculture and Food Security; Economic Recovery and Market Systems; Protection and the Prevention of Gender-based Violence; and/or Emergency Shelter preferred
- Demonstrated experience in data quality assurance required
- Proficiency and experience with statistical analysis preferred
- Strong analytical skills with the ability to collect, organize, analyze and disseminate large amounts of information with attention to detail and accuracy required
- Strong technical writing skills required
- Proficiency using Microsoft Excel required
- Fluency in Arabic and English required
