Political

Main purpose of the role: 

The jobholder will support the British Consulate-General Guangzhou’s political engagement with government departments, NGOs / civil society, academic institutions and think-tanks – with a focus on Guangdong and the Greater Bay Area. The jobholder will:

  • Build links with organisations, and monitor information, that can develop our understanding of local political and social developments – in areas such as civil society, political leadership/governance, legislative developments, labour issues, and Guangdong/Hong Kong relations;
  • Carry out desk research in priority areas to inform the Consulate-General’s political reporting;
  • Generate ideas for and deliver public events showcasing UK values and sharing UK experience, enhancing mutual understanding between the UK and China;
  • Work with local organisations to develop ideas and proposals for project funding, and manage programmes which secure funding.
  • Assist with the delivery of visit programmes for VIPs and other visitors.

Roles and responsibilities / what will the jobholder be expected to achieve?

Public diplomacy and project management (40%)

  • Develop and organise public diplomacy events relating to themes such as gender equality, inclusion, and sustainability; work with the communications team to maximise coverage of events.
  • Working with colleagues in Beijing, promote project funding opportunities among local stakeholders, and work with prospective project implementers to develop bids in line with fund objectives. Oversee the implementation of projects to ensure they meet stated aims and deliver value for money.

Research and reporting (30%):

  • Contribute ideas to the Consulate’s political reporting strategy and lead on research under identified themes.
  • Maintain and develop contacts that can inform our understanding of politics and society in South China.
  • Draft reports on identified themes.

Visits and programmes (20%)

  • Organisational support for a range of meetings and visits, such as political calls on government departments, party organisations, and academic institutes; high-level calls for the Consul-General, and programmes for the British Ambassador / other VIPs.

Other (10%)

  • Knowledge/skills development, and knowledge-sharing with colleagues.
  • Support ad hoc activities and wider Consulate projects as specified.
  • Provide cover for team members as required, eg. annual leave absence.
  • Support for Consulate crisis work.

Resources managed (staff and expenditure): Administrative responsibility for programme budgets, overseen by the Consul Political. No staff management.

  • Language requirements: Excellent/Highly Proficient Spoken and Written English; Native Spoken and Written Mandarin Chinese.

Management of some parts of the job (eg. VIP visits) can require working irregular hours that involve some early starts and late finishes; occasional weekend working is also required. But we do compensate employees by offering time off in lieu (TOIL).

In line with wider China Network policy, there is a possibility that remote working arrangements – ie. working remotely one day a week – can be agreed, depending on the jobholder’s individual circumstances. We support requests for flexible working, but these need to take into account the demands of the job and the working circumstances of other colleagues.

Confirmation of employment will be conditional on the visa status of the applicant and agreement by the local authorities.

Staff recruited locally by the British Consulate-General Guangzhou are subject to Terms and Conditions of Service according to local Chinese employment law.
