The Foreign, Commonwealth and Development Office (FCDO) has a HR shared services at the British Embassy in Lisbon which provides services in Recruitment, HR administration, support and advice, Pay and Benefits, Talent and Performance Management for British Embassies across 50 countries in Europe and Central Asia.

 The HR shared services oversees 2500 employees leading on operational and strategic HR issues, providing guidance to employees and senior managers.

We now have a great opportunity for a HR Officer to join the team to cover a Maternity Leave, with an expected duration of 7 months contract and gain exposure to a global organisation and benefit from international experience in a political and diplomatic environment for the British Government. The successful candidate will report into a HR Manager and will provide advice remotely from the Lisbon embassy to employees and managers on a variety of HR requests, and manage end-to-end recruitment campaigns as per agreed KPIs across the FCDO Network in Europe and Central Asia.

 Main Duties and Responsibilities:

  • Lead the end-to-end recruitment processes partnering with hiring managers across the 50 countries to attract and select the best candidates for vacancies. Ensure effectiveness of recruitment processes, by using the appropriate methodology and tools in line with a global function;
  • Track and review Recruitment activity for vacancies; ensure accurate records and capture critical information; assess and present opportunities for improvement;
  • Ensure HR advice to employees is in line with the FCDO HR policies and processes, such as absence, grievance, discipline, conduct and performance;
  • Manage the HR data for specific countries including monthly reporting and analysis of key trends;
  • Share knowledge, information and learnings within the team and with specific countries and make improvement suggestions;
  • Deliver a high quality service to internal and external stakeholders;
  • Update the HR information system to reflect changes to employee data.

  • Degree in either HR, Psychology, business administration or related areas;
  • 3 years minimum experience in general Human Resources including experience in recruitment;
  • Excellent level of English is essential (both oral and written);
  • Excellent organisational, communication and analytical skills;
  • Ability to partner remotely with people at all levels of seniority in an international environment;
  • Ability to work independently as well as in collaboration with an extended team;
  • Customer focus approach;
  • Proficient in MS Office applications.

This is a fixed-term full-time contract (35 hours net per week) to cover a maternity leave (expected duration of 7 months).

The British Embassy in Lisbon aims to offer an attractive working environment and remuneration package for this role of €21.379,68 gross annual salary paid in fourteen instalments; plus a monthly meal allowance of €134.00. This salary is payable if the successful candidate is subject to individual income tax (IRS) in Portugal on the employment income in question. If the successful candidate is not subject to individual income tax (IRS) on their employment income in Portugal, and/or is not taxable elsewhere on such income, he / she will receive the above salary minus a reference amount approximate to the level of Portuguese tax that would be applicable if the income were subject to tax locally. Further information on this will be given to candidates during the recruitment process.

All staff recruited locally by the British Embassy in Portugal are subject to local Portuguese employment law as well as internal regulations in force at any given time.

The successful candidate will be subject to a professional background and security clearance and must have pre-existing work authorisation for Portugal in order to apply.

The Embassy will not consider applications from existing staff who have not successfully completed their probation period or, in the case of staff on temporary contract who have not yet completed two thirds of their contract.
