Background

In February 2021, Oxfam Pilpinas conducted its year-end review for fiscal year 2020-2021. One of the key areas assessed is the strategic partnership approach including its partner’s priority capacity building needs. The strategic partnership approach is an important element of Oxfam’s ways of working with different stakeholders towards achieving its strategic goal of a future free from poverty.

In the FY 2020-2021 partnership survey,  Oxfam combined an online partnership survey with the staff self-assessment feedback of its partnership behavior and portfolio implementation based on thirteen (13) pre-determined indicators on partnership processes and partnership outcomes. Results from the survey indicated the following areas to be an area of partnerships focus of Oxfam. These are: 1) improving partner’s capacity on program quality, specifically ability on monitoring, evaluation, learning and social accountability and innovation; 2) enhancing synergy and efficient processes on project management and compliance to business processes’ policies (both a contract and deliverables level); and 3) partner organizations’ capacity to secure funding for continued operations.

Based on Oxfam’s global strategic framework to address any power imbalance emerging from its internal systems or ways of working, the Oxfam Pilipinas also posited the need to look into partners’ perspectives and tap their expertise in framing capacity building support. As part of next steps, Oxfam Pilipinas will continue its dialogue with partners based on its qualitative feedback from the survey, support their organization’s systems-based capacity needs assessments and develop a capacity building interventions that go beyond technical knowledge and skills, and continuing enhancement of partnership engagement experience.

Objectives of Consultancy

This consultancy aims to facilitate the scoping, planning, implementation, and evaluation of the capacity building needs of partners towards strengthened partnerships, specifically:

1. Design and conduct of the partner’s Capacity Building Needs assessment;

2. Implement a the 3-month Capacity Building programme for Oxfam’s Partners;

3. Document training proceedings; and

4. Develop an evaluation program for assessing the capacity building programme.

Key Deliverables

The consultant shall be reporting directly to the Oxfam Philippines’ Programs and Partnerships and will need to assemble a team composed of trainers, facilitators, and documenters to accomplish the key objectives outlined above.  In addition, the consultancy shall produce the following major outputs based on the specific objectives:

1. Inception report, reflecting agreements with Oxfam and outlining proposed 3 months capacity building program.

2. Training design and evaluation report (including tools, modules, and training proceedings).

3. Activity progress report after each completed capacity building program.

4. Powerpoint presentation deck on results or training assessment, training design and training evaluation.

Qualifications:

Applicants for the consultancy should meet the following minimum criteria:

1. Graduate of any social sciences or development communications courses.

2. Past experiences in training coordination, use of participatory (feminist) methodologies in needs assessment and training, an advantage.

3. Previous work on or involvement with development concerns such as women’s rights and issues (e.g. gender-based violence, sexual and reproductive health rights, unpaid care work, etc.), disaster risk reduction, financial inclusion, COVID 19 response, etc.

4. Able to work with diverse teams and individuals towards meeting tight deadlines.

5. Can deliver high quality outputs based on the agreed work plans and targets, while being adaptive and innovative, and with minimal supervision from their direct line manager.

Period of Engagement:   August 11,  2021 until October 29, 2021
