Advisor, Organizational Capacity Development


SUMMARY

Save the Children is currently accepting applications for an Advisor, Organizational Capacity Development for an anticipated USAID-funded Basic Education Program in Guatemala. The program will improve foundational reading, writing, math, and social and emotional skills acquisition for children and youth, increase retention and transition rates from primary to lower secondary in rural Guatemala.

The Advisor will build consensus on community participation in primary and secondary school quality improvement initiatives. The incumbent will establish mechanisms for local community participation in school quality improvement and will also undertake capacity development and advocacy activities and collaborate with PTA organizations, School Management Committees, governance groups, and local community groups.  This individual will also provide technical support and assistance for designing and implementing community mobilization approaches for improved education service delivery for learners, particularly indigenous youth and young women, and improving education outcomes at the higher primary grade levels to transition for secondary schooling.  The Advisor will address and reduce deficiencies in the Non-U.S. Organization Pre-award Survey (NUPAS) or similar analysis and ensure compliance with USAID regulations and policies.  In addition, the Advisor will build the technical capacity of local sub-recipients to monitor and provide support to the school management systems for student enrollment, attendance, transition, and learning of all learners in key target areas. This individual will also enhance the technical capacity of local sub-recipients to strengthen family and community support to improve foundational skills and transition for all learners, as well as measure and monitor change using performance metrics and an organizational capacity.  The Advisor also leads capacity development interventions and support for all implementing partners including assessments, trainings, technical assistance, monitoring, and reporting.
