Description of Organization: The Bureau for Development, Democracy, and Innovation (DDI) integrates technical expertise with values-driven, cross-cutting priorities, and modern approaches to the way USAID performs its work. It provides client-centered technical services to USAID’s Missions worldwide, supports programming to innovate, learn, and address emerging issues, and provides technical leadership within the Agency and externally to enhance development impact.
The Center for Education (DDI/EDU) leverages its expertise, partnerships, and global perspective to guide and influence the education sector, advancing U.S. Government development priorities.
Description of Position: The Budget and Procurement Advisor will support the Center’s leadership and staff with budgetary, operational, analytical, and Program Cycle needs. The Advisor will account for DDI/EDU’s Congressional appropriations through budget formulation, justification, and execution, and engage with the Bureau for Resource Management (BRM) in support of budget needs for the education sector broadly. The Advisor will also support the Center with program planning and support, strategic planning, organizational effectiveness/organizational development, and performance reporting. This will include supporting the development of new procurements, financial monitoring of the Center’s portfolio, and engagement with the Office of Acquisition and Assistance (OAA).
Qualifications:
- Must be a U.S. citizen.
- You must have one year of specialized experience equivalent to the next lower grade level (FL-04) of this position. Examples of specialized experience include:
- Supporting budgeting and financial management for an organization, including historical costs, fiscal budget and human resources requirements, and expenditure control;
- Determining resource requirements—and recommending resource allocations based on priorities and needs;
- Providing analysis and evaluations to management that encompass programmatic milestones, schedules, and budgetary resource planning and execution required for effective planning, management, operations, and decision-making;
- Providing interpretations of financial reports, statements, and data to identify trends and deviations from standards and/or plans—and project data into the future; and
- Supporting the development and management of education programming.
- Must be eligible to obtain and maintain a Secret security clearance.
