The Role

The Gender Justice and Women’s Rights Programme Officer will be a core member of the Gender Justice and Women’s Rights Programme team and will be responsible for implementing specific projects through effective programme management approaches, supporting partners to develop organisational capacity building, to deliver a high-quality women’s rights programmes and to establish and maintain linkages with other thematic and programmatic areas as well as with relevant state and non-state actors particularly at County level. The Programme Officer will be required to implement campaigning and influencing strategies, undertake research and monitoring, evaluation and learning as well as ensuring the programme takes into account active citizenship. The Programme officer will also support the Gender Justice and Women’s Rights Strategist as the gender focal point in Kenya, to ensure that gender is taken into account in the other programme themes.

The Programme Officer will also contribute to resource mobilization for co-financing of the projects to ensure that the programme is fully resourced.

This role will also contribute to the Humanitarian programme when required, including support to and participation in gender assessments that will inform programme design.

What we are looking for

Essential:

  • Professional/Technical qualifications – a bachelor’s degree in gender and development, social sciences, law or governance-related field.
  • A strong understanding of gender and women’s rights, development, and humanitarian issues and the political and economic context in Kenya
  • At least 3 years’ progressive experience in designing and implementing development and humanitarian projects in Kenya.
  • Strong project management and quality knowledge, with ability to ensure consistent quality against standards and to implement effective monitoring and evaluation systems to assess and adjust performance.
  • Demonstrated experience in influencing public policies and positive practices with positive results to the poor and marginalized groups.
  • Demonstrated experience in managing partners including effective oversight and capacity building as well as mobilizing and organizing marginalized communities and groups to influence positive change to their lives.
  • Demonstrated experience in working with senior government officials both elected and the executive as well as civil society on diverse programmatic areas such as capacity building, policy enactments and implementation, and budget influencing.
  • Commitment to and good knowledge of working with networks, coalitions and a partnership approach across the spectrum of Oxfam’s work, including innovative approaches to capacity strengthening
  • Good knowledge of and experience in developing advocacy and campaign strategies and plans and successfully achieving external impact and change.
  • Demonstrated experience in managing and working with researchers and consultants which include developing the terms of reference and effective supervision.
  • Ability to gather and apply lessons learned and to communicate this learning effectively to influence others for action – both internal and external audiences.
  • Fund raising, donor reporting and budget management skills.

Desirable:

  • Proven analytical and conceptual thinking.
  • Strong organisational and personal management skills, with ability to prioritise work issues to meet deadlines with minimal supervision and adjust to constantly changing situations while maintaining focus on delivery and follow-through.
  • Demonstrated ability to work effectively and sensitively with different values systems and cultures.
  • A high level of self-awareness, initiative, sound judgement, personal energy and flexibility
