Duty station: Ideally in Guiuan, Iligan, Quezon City or Mondragon (with frequent travel between the four locations).
Duration: 12 months with possibility of extension
Reporting to: Country Director for Philippines – Country Program

The position will be based in Philippines however with the current Covid-19 crisis initially the position may be based in the candidates own country until travel can be arranged to the region.

Position Summary

The Head of Programmes (HoP) will work closely with PIN program teams and the County Director (CD) to oversee, manage, mentor and further expand long-term development as well as emergency programs of PIN Philippines.

The HoP is a member of the Country Management Team, also comprising the CD and the Head of Systems and Operations (HoSO).

Main responsibilities

  • Program support during all phases of Program cycle management
  • Ensures quality of project proposals, develops fundraising strategies, and brings projects and donor funding to the PIN PH program
  • Provides support during project implementation
  • Ensures quality of external reporting
  • Establishes strategic partnerships with selected partners
  • Ensures quality of PIN programs including mainstreaming of gender and DRR/CCA in the Philippines and compliance of overall strategy of PIN
  • In collaboration with MEAL coordinator, sets up a monitoring & evaluation plan for each project with clear impact indicators involving independent M&E mechanisms
  • Involves all key stakeholders in project implementation
  • In collaboration with Communications and Advocacy officer, develops communication and advocacy plans
  • Ensures that all new programs incorporate innovation and push the boundaries of development work
  • Ensures cost-effectiveness and transparency of PIN projects
  • Promotes synergies among PIN programs, organizes regular program management meetings
  • Promotes sharing of experiences and lessons learnt within the team and other missions
  • Assistance to CD in representation of PIN programs in the Philippines country program towards partners, government, donors and private sectors stakeholders.
  • Assistance to CD in coordination with Financial/Admin/Logistics sections
  • Assistance to CD in staff management and capacity development
  • Team management program and project managers and a total team of 30 members (managed indirectly)

Suitable candidates for this position will demonstrate experience and capacity in:

Essentials

  1. Project development and fundraising. Critical analysis and problem-solving. Experience in clearly writing concepts and Full Proposals. Can identify fundraising strategies which benefit and complement PIN country strategies and programming, coordinate proposals, develop external contacts using effective presentation skills, manage networks and donors, negotiate agreements, experience with eg. EU, ECHO, MFAT, USAID, [22%]
  2. Program Management – desirably both international and Philippines – (good understanding of Project Cycle Management, especially Needs Assessment of affected populations [16%]
  3. People management (including distance management); inter-personal, open, team building, clear communication, delegation [12%]
  4. Financial and database experience and interest including financial governance, compliance and accountability, tracking budget against actual, ability to engage with software, systems, procedures and digitalization. [12%]
  5. Effectively managing stress, HQ relations, risk and safety and of working independently [6%]
  6. Fluent English both spoken and written [7%]
  7. Innovation; open for new opportunities [5%]
  8. Experience engaging and strengthening Filipino and international partnerships (5%)
  9. Experience in using cultural sensitivity to inspire high performance [5%]

Desirables

  1. Demonstrated pro-poor experience in rights and accountability, whether voluntary, professional or both [4%]
  2. Training, mentoring, coaching [4%]
  3. Technical knowledge in one of: livelihoods, market-based approaches, disaster management, peacebuilding/governance, and/or urban development (4%)
  4. Philippines and/or SE Asia dynamics, and preferably BIsaya, Tagalog and/or any of the languages spoken in PIN project areas (4%)
