Across 190 countries and territories, we work for every child, everywhere, every day, to build a better world for everyone.

And we never give up.

For every child, hope.

Since March 2018, UNICEF have been developing health activities aimed at assisting Venezuelan migrants, refugees and indigenous people. In Brazil, health activities are mainly focused on the North of the country, through the implementation of primary health care (PHC) and nutrition services in shelters in Boa Vista and Pacaraima (RR), Manaus (AM), Belém and Santarém (PA).

Considered the main gateway for Venezuelan migrants and refugees into the country, the state of Roraima has been the target of the largest number of activities developed by UNICEF in the context of the Venezuelan migration crisis. UNICEF response to the needs of children and families in the context of the migration crisis focuses on ensuring access to essential services and programmes to ensure that all the basic needs of migrant children are fully covered. Considering the programmatic guideline of the Core Commitments for Children in Humanitarian Situations (CCC), UNICEF has been working closely with federal, state and municipalities government, other UN agencies and civil society organizations in building comprehensive multisectoral programme for migrant children, adolescents and pregnant women. UNICEF advocates for the rights and voices of children and pregnant women as an integral component of the response.

Currently in Roraima, UNICEF develops, through its implementing partner, primary health care and nutrition activities in 12 official shelters (11 in Boa Vista and 1 in Pacaraima). There are 15 health monitors (who perform the same duties as community health workers), 5 nurses and 4 nutritionists who work to assist the population of the shelters. In addition, UNICEF has contributed to the strengthening of the local health network by supporting the Municipal and State Health Secretariats in planning strategies and organizing Primary Care services, promoting activities that facilitate the access and inclusion of refugees and migrants to primary health care services, hiring of health and nutrition monitors, nurses and nutritionists to work in Primary Health Care Facilities and support the provision of PHC services for Venezuelan migrants and refugees living in the streets, unofficial shelters and spontaneous housing in the municipality.

After the declaration of the pandemic caused by the new Coronavirus (SarsCov2) a large number of cases of COVID-19 have been registered in the state of Roraima. In this context, UNICEF has supported by carrying out several actions for the prevention and control of the disease among Venezuelan migrants.

The pandemic context has created a overcharge on primary health care services, generating a process of disruption of the strategies agreed locally that demand a complex analysis for their reorganization in the short, medium and long term. In such an analysis, the capacities and demands for the service, availability of physical structure and human resources, as well as processes and workflows that guarantee the ideal functioning of the system should be reviewed, according to the guidelines and quality standards established by the Sistema Único de Saúde of Brazilian Ministry of Health. In the first half of 2021, UNICEF, working together with the Secretaria Municipal de Saúde de Boa Vista, developed a situational diagnosis of the primary health care services in the municipality of Boa Vista in such context, proposed a plan for restructuring and reorganizing the health care services, including an action plan for the access of the population of Venezuelan migrants and refugees to the local health system. Therefore, the attributions provided for in this term of reference are directly related to the implementation of such previously agreed and validated strategies.
