Almost 3 years after Hurricane Matthew hit the Grande Anse department, the situation remains precarious for many women and children. Many families are in nutritional, health, and economic precariousness. Many families are in nutritional, health and economic precariousness and are struggling to recover. Houses, health establishments, administrative offices, schools still bear the scars of this scourge which has brutally fallen on this department, despite the efforts of the government and its partners. More than 2 million people have been affected, with more than half requiring immediate humanitarian assistance.

The results of a 2018 preliminary survey carried out by UN agencies show several irregularities in the management of global acute malnutrition and only 8% of HCRs, 19% of CALs, 29% of CSLs and 47% of dispensaries. do the PCIMA, which does not exist in departmental hospitals. In addition, the mortality of children under 5 is still high and fever, Acute Respiratory Infections, and diarrhea.

This precariousness puts adolescents and children at risk of sexual violence, sexually transmitted infections, infectious diseases, and other communicable diseases, disturbing their academic cycle, against the backdrop of COVID19 affecting the general population.

How can you make a difference?

The Health & Nutrition Officer provides professional technical assistance and support for programme/project design, planning, implementation, monitoring, evaluation, and administration of programme/project activities, including data analysis, progress reporting, knowledge networking and capacity building, in support of achievement of planned objectives of the work plan, aligned with Health & Nutrition programme goals and strategy.Based in Jeremie, the incumbent may have to cover other departments and communes of the country, according to the specific needs in an emergency. He/she will serve as focal point to cover the Grande Anse department in all aspects of the health and nutrition program, to ensure longer-term local support for the Ministry of Health, as the focal point for UNICEF for all health programme (maternal and child health, HIV/PMTCT, nutrition, immunization) in this geographic department which is at high risk of humanitarian emergency. Also, he/she will contribute to the comprehensive essential services package that UNICEF offers to the most vulnerable, while connecting to the cash transfer activities. The Health and Nutrition & Officer will demonstrate the technical capacity of UNICEF’s multisectoral programming that will aim at influencing major decisions and demonstrate technical leadership in the areas of women’s and children’s rights. He/she will develop and maintain good relations with the Ministry of Health (MoH) and other relevant partners on the field (other UN agencies, bilateral agencies, other governmental departments Ministry of Education, Ministry of Social Affairs and Labor) MENFP and MAST in the establishment of a functional coordination system respecting upon appropriate mandates.

Summary of Key Functions/Accountabilities:

  1. Accurate information, data analysis, and documentation are timely made available to support situation analysis, sectoral input, and reporting.
  2. Technical assistance are provided to the development and implementation of integrated Health & Nutrition strategies and approaches through participation and collaboration with internal and external partners.
  3. Work plan and objectives are effectively established, and planned results are timely delivered through technical support and coordination in consultation with all relevant partners.

  4. Effective partnership and working relationships are maintained for advocacy, technical coordination, information sharing and knowledge networking.
  5. Project efficiency and effectiveness are enhanced through effective implementation follow-up.

  6. Project implementation progress is monitored for adjustment and improvement of program delivery and sustainability. Gender sex aggregated data and inputs provided relevant to the Health & Nutrition programme
  7. Transparency is ensured for supply and non-supply assistance and disbursement of programme funds for Health & Nutrition.
  8. Up to date programme information is kept available and reports prepared and shared with relevant stakeholders as required to support the Health & Nutrition programme by the effective implementation of integrated monitoring system.
  9. Emergency preparedness is maintained, and in emergencies, emergency responses with effective coordination are provided and in line with the Core Commitments for Children (CCCs) in Humanitarian Action, partnerships with the Health and Nutrition humanitarian actors strengthened within the Inter-Agency Standing Committee (IASC).

  10. Other assigned duties and responsibilities are effectively accomplished.

To qualify as an advocate for every child you will have…

  • A degree in Public Health and Nutrition, Child Development, Water Sanitation, Public Administration, Social Policy, Social Development, Community Development, or other relevant disciplines. 
  • A minimum of two (2) years of relevant professional experience in planning, programming, implementation monitoring and evaluation of health programmes.
  • Professional work experience in a programme management function or a technical expert
  • capacity in child survival & health care

  • Experience in training acute malnutrition management and IMCI Clinic and community (iCCM).
  •  
  • Ability to coordinate and collaborate with various partners including government, nongovernmental organizations and UN agencies.
  •  
  • Ability to manage a PCMA and IMCI database.
  • Field work experience; experience in working with the Ministry of Health and other NGOs
  •  
  • Background/familiarity with Emergency, and knowledge of the UN system is an asset
  • Experience with UNICEF or UN Agencies is an asset

Language Requirement:

  • Fluency in French and Creole is required as well as working knowledge of English.
  • Fluency in English is an asset
