Job Summary:
CRS is seen as a leader in market monitoring by the global humanitarian and development community, yet it is not fully reaching its potential to systematically monitor markets for decision-making in programming. An internal review has shown clear barriers around awareness, prioritization , knowledge/capacity and resourcing. In order to overcome these and optimize our ability to monitor markets, CRS needs dedicated staffing to support, lead and strategize around market monitoring across the agency.
This Senior Advisor will be a member of the Global Supply Chain Management (GSCM) team and will be the lead advisor for market monitoring across the agency. S/he will take leadership of the cross-departmental ad hoc Market Monitoring Taskforce and will be responsible for developing agency-wide processes and supporting CRS’ field offices in the design, implementation and use of market monitoring.
The Senior Advisor will also support CPs in the design and application of market monitoring, with an emphasis on increasing the capacity of supply chain staff globally to lead on the collection and analysis of market information as a key input to program design and continued program quality.
Roles and Key Responsibilities

  • Catalyze market monitoring across different departments within the agency, with a focus on increasing capacity of and responsibility for market monitoring and analysis within supply chain teams. Specifically, target efforts to develop regional-level market monitoring strategies incorporating defined roles and responsibilities as well as accountability.
  • Sensitize audiences (HQ, region, CP) to available tools (including when to rely on and how to use secondary data) and required levels of effort (LOE) for market monitoring. Develop guidance and decision tools to ensure that CP- and project-level market monitoring is fit for purpose and appropriate to the context. Develop complementary materials, including training guides, recorded trainings and data collection and analysis templates, to support roll-out and adoption of the Market Monitoring, Analysis and Response Kit (MARKit), the Market and Supply Chain (MSC) Monitoring System, and other relevant tools.
  • Support the creation of standardized and/or customized dashboards and reporting formats for the different CRS market monitoring tools. Lead trainings on market monitoring tools and analysis for CRS and partner staff.
  • Coordinate analyses and methodologies, where appropriate, from different market monitoring efforts across different departments, including but not limited to the Measurement Indicators for Resilience Analysis (MIRA), led by the MIRA Task Team in PIQA.

Basic Qualifications:

  • Master’s degree in economics or relevant field required. PhD highly desired.
  • At least ten (10) years international market analysis experience within the humanitarian sector, academia, government or private-sector markets research field.
  • Experience in developing and using market monitoring systems.
  • Extensive hands-on experience with market monitoring in humanitarian and development contexts in one or more developing countries, especially in Africa.
  • Experience with market information systems required.
  • Experience in using ICT4D solutions for market monitoring.

Preferred Qualifications:

  • PhD highly desired.
  • Experience in adult education and training desired.

Required Languages – Fluency in English AND working ability in French, Spanish or Arabic required. French preferred.
Travel – Willingness and ability to travel overseas up to 30% time, including to and in difficult operating environments.
Knowledge, Skills and Abilities

  • Excellent interpersonal, oral and written communication skills, and ability to operate effectively in multi-cultural settings.
  • Working fluency with Microsoft Office software (Word, Excel, PowerPoint, Outlook) required; ability to use data analysis (e.g., SPSS) and data visualization (e.g., PowerBI) strongly desired.
  • Strong ability to manipulate and process large quantitative data and present summary information for decision-making.
