Description of Organization:  This Washington, DC-based position is located in the Civil Society and Media Team (CSM) within the Democracy, Human Rights, & Governance Center (DRG Center).  CSM provides technical leadership, training, and support to international field missions and regional bureaus engaged in programs designed to strengthen and use civil society and media sectors to promote USAID’s democracy, human rights, and good governance goals.  The Team also oversees central contracts and grants that provide millions of dollars of technical assistance in dozens of developing countries.  CSM is responsible for ensuring that the Agency is up to date on cutting-edge research and technologies that foster best practices and lessons learned which will contribute to improving USAID’s civil society and media programming around the world.

Description of Position:  The Democracy Officer (Position Number:  32486) serves as a Senior Labor Advisor tasked with providing technical assistance to USAID missions and USAID/Washington staff on civil society and labor-related issues.  The Democracy Officer will be responsible for the management of core CSM programs, including the Global Labor Program, and related evaluation activities.  The Democracy Officer will be responsible for tracking and disseminating information regarding trends and emerging topics in labor and related issues, and drafting guidance documents, toolkits, training modules, and other products meant to disseminate best practices in labor and related issues for use by DRG Center and other technical Bureaus, USAID field officers, and other donors.  The Democracy Officer will contribute to core Center duties, including training, annual reporting, country backstopping, and furthering the Center’s learning agenda.  The Democracy Officer will serve a key role in coordinating with the intra and inter-agency on labor and related issues, such as trade and employment.

The position reports to the CSM Team Lead or designee.

Qualifications

  • Must be a U.S. citizen;
  • Must be able to obtain and maintain a Secret-level security clearance;
  • University degree(s) in relevant areas such as international relations, public policy, sociology, economics or other social science.  Advanced degree preferred;
  • Substantial experience designing, implementing, managing and/or evaluating labor-related programs in developing countries;
  • Experience working in one or more regions.  Knowledge of foreign language(s) is highly desirable; and
  • Strong experience working with teams, including working collaboratively with experts to accomplish shared objectives.
