Description of Organization:  This position is located in the Bureau for Europe and Eurasia (E&E), Technical Support Office (E&E/TSO), Energy and Infrastructure Division (E&E/TSO/EI).  The Energy and Infrastructure Division provides leadership and management in support of programs/projects in the areas of energy sector reform, energy security, and critical infrastructure protection and investment throughout Eastern Europe. 

Description of Position:  The Energy Officer is an advisor to Bureau management and offices of E&E, as well as field Missions in formulating policies and strategies.  Under the direction of the E&E/TSO/EI Division Chief, the Energy Officer will be responsible for defining the scope and objectives of USAID’s energy security and critical infrastructure protection programs in Eastern Europe as well as developing, implementing, managing, and evaluating individual programs and projects to achieve these objectives.  The Energy Officer has the ability to manage complex projects independently and to articulate USAID position in a variety of forums.

Given that the duties assigned can be classified under either the physical scientist or the social science series, and the work can, therefore, be performed by an employee qualified in either of the disciplines, the position is classified as interdisciplinary.

Description of Key Duties:

  • Identify major energy security and critical infrastructure policy issues pertinent to E&E countries as well as USAID and E&E Bureau strategies and recommend related programmatic steps necessary to address malign influence in these sectors.
  • Design and manage regional USAID programs and/or projects (i.e., serve as contract or agreement-officer’s representative) focused on combatting malign influence in the energy and critical infrastructure sectors in the E&E region, ensuring programmatic efforts align with USAID and E&E Bureau development goals.
  • Collaborate with USAID Missions in the design and/or evaluation of bilateral assistance programs.
  • Serves as an expert consultant on a broad range projects and programs.  Issues might include but will not be limited to energy market development and transparent market operations; energy infrastructure project development and finance; utility reform and resource planning, and critical infrastructure cyber security.
  • Exercise a broad degree of independence and apply authoritative judgment in developing and maintaining relationships with foreign counterparts.
  • Establish and foster effective working relationships and information networks with business and industry associations, domestic and foreign universities, and stakeholders in all levels of the U.S. Government. 

Qualifications:

  • Must be a U.S. citizen;
  • Excellent written and verbal communications skills with both technical and non-technical audiences;
  • Strong analytical skills and ability to translate data into actionable programmatic recommendations;
  • Experience with program and project management;
  • Ability to act independently in complex environments; and
  • Must be eligible to obtain and maintain a TS/SCI security clearance.
