SUBJECT : Solicitation for a Cooperating Country National Personal Service Contractor (CCNPSC – Philippines Local Compensation Plan)

POSITION TITLE : Human Resources Specialist, FSN-10

The Human Resources (HR) Specialist is located in the Executive Office/Human Resources Division (EXO/HR), USAID/Philippines. USAID/Philippines (Mission), with an Operating Year Budget (OYB) of over $208 million, handles one of the largest portfolios in the Agency’s Asia Bureau, managing the: bilateral programs in the Philippines; the regional portfolio for Pacific Islands and Mongolia, with field offices in Papua New Guinea, Fiji, Solomon Islands, Micronesia, Marshall Islands, Palau, and Mongolia; and providing administrative and management support to two Operating Units based in the Philippines, the Office of the Inspector General Regional Office in Asia (OIG/Asia) and the Bureau of Humanitarian Assistance (BHA). The EXO/HR Division provides support to a total of 190 staff, projected to increase to 200 by the end of 2021.

The Specialist performs a full range of Human Resources services and serves as the HR’s lead Specialist for the regional portfolio in the Pacific Islands and Mongolia. S/he reports directly to the Supervisory Human Resources (HR) Specialist and supervises the HR Clerk. S/he fills in as the HR Team Lead in the absence of the Supervisory HR Specialist. The Specialist takes active role in providing guidance and advice to Mission staff, at all levels, on a variety of HR areas. The primary responsibilities include: being the Mission subject matter expert for the Foreign Service National (FSNs or locally employed staff) performance management program (Merit Based Compensation); management of the awards program, the staff training and career development; management of recruitment actions for Pacific Islands and Mongolia; and overseeing the up-to-date personnel database and organized HR records and file. S/he is the lead HR liaison with the HR counterparts from the U.S. Embassies in the Pacific Islands and Mongolia. S/he also performs position classification, preparation/review of contract and personnel actions and employee counselling.

Major duties and responsibilities include: Performance Management, Training and Awards (50%), HR Support (30%), and HR Support for Regional Portfolio (20%).

NOTES:

To be considered for this position candidates must meet the following minimum qualifications:

1. EDUCATION (10 points) – Completion of a Bachelor’s degree in any of the following fields is required: Psychology, Behavioral Science, Human Resources Management, Industrial Engineering, or Business Management. Note: Additional education may NOT be substituted for experience.

2. PRIOR WORK EXPERIENCE (20 points) – Minimum of five (5) years of progressively responsible, professional-level experience in the field of human resources management, particularly in the areas of performance management, training, awards and position classification. Note: Additional experience may NOT be substituted for education.

3. LANGUAGE PROFICIENCY/COMMUNICATION SKILLS (20 points) – Level IV (fluent) language proficiency/above average communication skills in English and in Tagalog (local language) in both oral and written form is required, to be able to communicate effectively with USAID/U.S. Embassy staff and external contacts at various levels.

4. JOB KNOWLEDGE (25 points) – The Specialist must have demonstrated knowledge and understanding of Human Resources management, administration, policies and processes, with emphasis on performance management, training, awards and position classification. Must be well-versed in the local HR management practices including the local labor law. Must have the ability to quickly gain knowledge of the U.S. Government and USAID regulations and processes on Human Resources management and on personal services contracting.

5. SKILLS AND ABILITIES (25 points) – The Specialist must have leadership skills to supervise and mentor HR staff. Good analytical ability and sound judgment to assess performance management issues, evaluate position descriptions, identify training needs, analyze complex HR/Contracting procedural issues and present recommendations is required. Must be able to work under pressure and make objective decisions. Must have an ability to research, interpret and apply regulations relevant to situations at hand. Ability to keep sensitive personnel matters with utmost discretion is required. Must have good mathematical skills to calculate Merit Based Compensation (MBC) rewards, contract budget and final salary benefits. Must have excellent interpersonal skills to maintain good rapport with Mission and U.S. Embassy staff and with external contacts. Good organization skills to be able to work independently and manage multiple competing priorities are required. Proficiency in the use of various computer applications is required.
