The purpose of the post is to enhance preparedness, including through Frontlines, strengthen talent mapping to proactively, quickly and efficiently respond to emergencies, to support the implementation of the Humanitarian Review and to be the focal point for surge deployments. Frontlines is a sourcing platform aimed at building a specialized global community of UNICEF staff and personnel interested in opportunities in humanitarian contexts. Built on the experience of the Humanitarian Questionnaire, this talent management tool brings workforce planning, sourcing and talent matching into one platform. Frontlines allows for better preparedness and response to emergencies through functional expertise mapping.
How can you make a difference?
Key functions/accountabilities:
Enhance Preparedness and strengthen Talent Mapping
- Map and proactively identify skills and experience required for specific emergencies
- Review functional areas and update in consultation with relevant stakeholders
- Map internal talent within dedicated functional areas, identify gaps and develop outreach and sourcing strategies to address gaps
- Prepare data analytics on Frontlines, update Dashboards, lead campaigns to promote the tool
- Coordinate with relevant stakeholders to enhance Frontlines
- Develop and roll out communication materials on Frontlines and preparedness in general
- Promote diverse pool of candidates for surge deployments
- Leverage on existing programmes to strengthen talent mapping and enhance staff’s career opportunities
- Coordinate with Regional Offices to enhance and integrate their rosters
Humanitarian Review
- Contribute to develop and implement Humanitarian Review’s recommendations
Support and coordinate surge deployments
- Coordinate with Offices and other relevant stakeholders to identify and release candidates
- Prepare regular data analytics
- Compile staffing needs, establish, update Surge Tracking Sheets
- Contribute to EMTs and other meetings as needed
Enhance Surge Mechanisms
- Develop and update guidance and other tools
- Strengthen current surge mechanisms
- Develop new mechanisms to respond to current and future organisational needs
To qualify as an advocate for every child you will have…
- An Advanced University Degree in human resource management, business management, international relations, psychology or another related field is required.
- A first-level university degree in a relevant field combined with two additional years of professional experience may be accepted in lieu of an advanced university degree.
- Five years of increasingly responsible professional experience in human resource management in an international organization and/or large corporation is required. Developing country work experience (for IP) or field work experience (for NO).
- Background/familiarity with emergency operations.
- Fluency in English is required. Knowledge of another official UN language (especially French, Arabic, Spanish) is considered as an asset.
Strategic Skills:
- Experience and ability to implement targeted and innovative human resources strategies to address clients’ people-related needs.
- Ability to implement innovative HR programs within a fast paced, evolving, and wide organizational setting.
Technical Skills:
- In-depth technical knowledge of the principles and concepts of human resources management.
- Ability to identify and analyze systemic issues, formulate opinions and make conclusions and recommendations to resolve same.
- Excellent knowledge of organizational and HR information technology systems and tools.
Interpersonal and Communication Skills:
- Demonstrated ability to communicate effectively in a diverse organization tailoring language, tone, style and format to match audience.
- Ability to empathize with client managers, supervisors and staff while advocating for consistent and equitable applications of promulgated HR regulations and rules.
