How can you make a difference?

The Programme Planning and Monitoring Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking to hire an individual consultant to support the preparation, implementation and completion of the MICS, MICS Plus and other household surveys supported by UNICEF in the EAP region.

Work Assignment:

Under the supervision of the Regional Statistics and Monitoring Specialist (& Regional MICS Coordinator), the Household Survey consultant will:

  1. Support the Regional Office in providing technical assistance and oversight for assigned household surveys in the region.
  2. From a distance and in coordination and collaboration with the Regional Office, review and provide feedback to COs on the following documents for compliance with MICS, MICS Plus standards and according to country needs:
    1. Survey plan (including budget, pre-test training plans and fieldworker training)
    2. Questionnaires and manuals, including the translated versions
    3. Data entry, editing and recoding programmes (with Data Processing Consultant)
    4. Pre-test report
    5. Country specific tabulations and customizations
    6. Datasets and tabulations (with Data Processing Consultant)
    7. Key Findings Report
    8. Survey Findings Report
    9. Thematic Snapshots
    10. Archives
  3. Support countries remotely or through in-county visits in carrying out the following survey activities according to country requirements:
    1. Survey planning and questionnaire design
    2. Pre-test training and pre-test
    3. Fieldwork training and fieldwork monitoring
    4. Data analysis
    5. Report writing
  4. As needed, support countries in data archiving.

The consultant will prepare a monthly report on activities undertaken and completed against the deliverables.

Work Schedule & End Product(s):

  1. Documented review for each survey design reviewed outlining key recommendations and proposed changes and how the survey plans meet or do not meet technical standards
  2. Feedback on draft questionnaires using the questionnaire review form
  3. Training reports (including presentations and training materials) for each training
  4. Documented review of pre-test report with recommendations
  5. Documented review of the fieldwork training and data collection activity in each country with clear recommendations
  6. Documented review of tabulation plan with clear recommendations
  7. Documented review of the data processing activities with clear recommendations
  8. Feedback on field-check and progress tracking tables through e-mail
  9. Comments and feedback on each survey findings report reviewed
  10. Review of data dissemination plans and survey data archives with clear recommendations
  11. Evidence of other distance technical support through e-mail.

Duration of Contract:  11 months from 15 September 2021 to 14 August 2022

Official Travel:  Due to COVID-19 related travel restrictions, travel to countries is not expected during this period. However, the consultant may have to travel if international travel restrictions are eased.

Working Location: The Household Survey Consultant will work from home using own equipment and stationery. During country visits, UNICEF CO or the implementing partner will provide working space for the consultant. To better manage time zone differences, preference will be given to candidates from Asia and Pacific.

Qualifications or Specialized Knowledge/Experience Required:  

Education

At least a Master’s Degree or equivalent in Demography, Statistics, Social Sciences, Epidemiology, or other

related technical field with significant measurement or analysis component is required.

Skills and Experience

  • At least 5 years’ experience in the coordination and/or management of quantitative household surveys. Prior coordination experience of MICS/DHS implementation at country level is highly desirable;
  • Expertise in statistical analysis (familiarity with data processing and data analysis software, SPSS highly desirable);
  • Experience in survey report writing;
  • Excellent communication in written and spoken English;
  • Excellent communication and interpersonal skills;
  • Previous experience of work in the East Asia and Pacific region is an asset;
  • Ability and willingness to travel to all countries across the East Asia and Pacific region.

Other competencies

  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships with national partners;
  • Demonstrated leadership, managerial and supervisory ability.
