The overall strategic goal of ICTD is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally using innovative, technology-enabled digital solutions for better outcomes for children.

UNICEF is going through an exciting digital transformation that will influence the work of the entire organization. As part of this transformation, UNICEF is opening a new ICTD Digital Core office in Valencia, Spain to execute ICTD’s digital strategy across all UNICEF locations globally. This role is an exciting opportunity to support the establishment of a new office.

 

How can you make a difference?

Under the supervision and guidance of the Human Resources Manager, the Human Resources Associate will provide overall HR and operations administrative support, HR service and business partnership to the ICTD Digital Core in Valencia. The HR Associate applies a client-oriented approach to coordinate and support key HR areas, including talent management, benefits and entitlements, HR administration, monitoring, and coordinating onboarding logistics of new staff, in line with HR best practice and in compliance with UNICEF HR rules and regulations.

This Temporary Appointment reports to the Human Resources Manager, P-4, and is based in UNICEF’s Digital Core, Valencia, Spain.  

 

Key responsibilities

Talent Management
• Coordinates and supports recruitment and selection process activities, including initial screening of applications, scheduling and coordinating candidate assessments and interviews, supporting reference and background check processes, and coordinating approvals and offers of appointment. Conducts interviews at the general service level.
• Designs and coordinates onboarding activities and logistics for new hires.
• Partners with hiring managers to support and guide on talent outreach, talent management system, and candidate assessment.
• Liaises with candidates to keep updated throughout selection process and ensure positive candidate experience.
• Monitors status of recruitments, ensuring team and hiring managers are updated on status.

Contract Administration, Entitlements, and Guidance
• Provides client focused service and guidance to staff and managers on HR policy, best practices, and entitlements, including benefits, leave, pension, medical insurance and flexible work arrangements.
• Keeps up to date on HR best practices, trends and policy changes.
• Monitors contractual status of current staff members. Coordinates necessary actions for extensions and separations. Ensures team and hiring managers are updated on status.
• Supports leave management process for staff members.
• Liaises proactively with other offices and divisions on processing of HR services.

Organization Design and Job Classification
• Supports drafting and review of job descriptions, ensuring quality review and consistency with ICSC standards.
• Monitors status of classification and coordinates with Classification Unit.
• Maintains and updates organization chart for the division.

Reporting, Knowledge Management and Support to HR Initiatives
• Drafts guidance notes, conducts research and supports preparation of standard operating procedures.
• Prepares reports and statistics on HR status for management and key stakeholders on ad hoc basis. Prepares and facilitates presentations for meetings and workshops.
• Supports the unit in development and coordination of HR initiatives and projects, including for capacity development, staff well-being, learning and development, performance management and promotion of a people and results oriented organizational culture.
• Maintains accurate and current records for HR team.
• Supports coordination of meetings and workshops.
• Liaises with Operations and HR peers to ensure the efficient delivery of HR Services.
• Contributes to a work environment conducive to collaboration, open dialogue and team spirit in line with UNICEF Core Values.

To qualify as a champion for every child you will have…

• Completion of secondary level education is required. University degree or courses in Business Administration, Human Resources, Social Sciences or a related field are an asset.
• A minimum of 6 years of progressively responsible work experience in human resources, operations and administration is required.
• Fluency in English and Spanish is required.
• Knowledge of another official UN language is an asset (Arabic, Chinese, French, or Russian)
• UN experience in human resources and administration is an asset.
