Position Summary:**

The Cost and Pricing Manager is responsible for supporting the preparation of Cost Proposals, including the proposal budgets and all accompanying financial and required documentation for MSI’s bids and proposals, as an integral member of MSI’s Cost & Pricing Team.

Responsibilities:

  • Provides cost & pricing support on a full range of proposals to include both domestic and overseas opportunities.
  • Determine optimal price points for bids and conduct price-to-win analysis.
  • Collect cost and pricing data for bids including in-country and market data for costs.
  • Know US Government or other client regulations, including but not limited to the FAR, AIDAR, ADS, DSSR, and CFR.
  • Collaborate with project managers and other MSI staff .
  • Ensure that all contract pricing activities comply with company requirements and policies.
  • Conduct salary, benefits and allowances negotiations.
  • Negotiate with partners and subcontractor organizations.
  • Ensure partners’ budgets and cost proposal documentation are compliant with donor and solicitation requirements.
  • Prepare justifications and supporting documentation to secure client waivers and approvals for subcontractors, grantees, personnel, etc.
  • Work with Project Managers and Contracts Department in the development of budgets for Contract Modifications.

Qualification:

  • A Bachelor’s Degree in accounting, finance, business, or equivalent field of studies required.
  • A minimum of two year’s work experience in cost and pricing and/or budget management.
  • Demonstrate experience preparing and/or managing budgets for USAID and/or other international development agencies.
  • Knowledge of USG procurement regulations and of FAR/AIDAR.
  • Experience in the use of Excel for budget preparation.
  • Fluecny in oral and written English required.
