Context:

Since its initiation by the Syria Strategic Steering Group (SSG) in 2017, the Whole of Syria (WoS) Prevention of Sexual Exploitation and Abuse (PSEA) Programme has supported the interagency humanitarian response in the joint implementation of international PSEA commitments. Through an established, robust interagency PSEA Network with hubs in Northwest, Northeast and South & Central Syria, consisting of more than 140 UN agencies, INGOs and NGOs, the programme strives to decrease the risk of crisisrJaffected communities experiencing incidents of sexual exploitation and abuse (SEA) by humanitarian workers and provide technical and operational support to humanitarian actors to prevent and respond to SEA cases.

Under the overall supervision of the Director, Department of Operations and Emergencies, and the direct supervision of the Syria Crisis Coordinator in IOM’s Department of Operations and Emergencies (DOE) and close coordination with the United Nations’ Humanitarian Coordinator and the Resident Coordinator for the Syria response as well as PSEA Hub Coordinators, the successful candidate will be responsible for the overall inter-agency PSEA programme coordination for the Syria response.

S/he will ensure the Syria PSEA networks meet regularly and inter-agency work plan targets are met and monitored in line with Global Standards and key PSEA global commitments, including the Secretary-General’s Bulletin on Special Measures for PSEA (ST/SGB/2003/13), the IASC Championship PSEA-SH Strategy and Acceleration Plan on in-country PSEA, the PSEA Minimum Operating Standards, and the Inter-Agency Standing Committee (IASC) Best Practice Guide on inter-agency community-based complaints mechanisms (CBCMs).

Senior PSEA Coordinator (Whole of Syria) will responsible for overseeing, supporting, and coordinating the collective PSEA programming of the different network hubs across Syria, consisting of more than 140 UN agencies, international NGOs (INGOs), and local NGOs. S/he will be contracted by IOM and will advise the relevant Humanitarian Coordinator(s) (HC) for the Syria crisis. Working closely with the PSEA (hub) coordinators, Network co-chairs and staff at hub level, and will continue the progress to the WoS PSEA Programme.

Core Functions / Responsibilities:

  1. Support and advise the Regional Humanitarian Coordinator (RHC) in his responsibilities as HC for cross-border response in northwest Syria, and in coordination with the Northest Syria Forum.

  2. Manage the work of the Northwest and Northeast PSEA Hub Coordinators as well as the WoS PSEA Programme Officer.

  3. Support the HC and RHC in their PSEA-related joint leadership of the overall Syria humanitarian response, including their chairmanship of the SSG.

  4. Ensure coordination and coherence of approaches among PSEA coordinators and associated networks across the response, including through maintaining regular coordination with the PSEA coordinator based in Damascus.

  5. Support the SSG and its members to ensure regular review and consideration of PSEA priorities across the response, along with implementation and follow-up.

  6. Support senior leadership in implementing Syria PSEA strategy.

  7. Support senior leadership to maintain/sustain the existing inter-agency PSEA Networks for technical coordination on PSEA, consisting of membership from UN agencies; international, national, and local organizations.

  8. Regularly report to the UN Country Team (UNCT) and Syria Strategic Steering Group on developments, challenges, recurring issues, and trends in PSEA and share recommendations with the UNCT to ensure continued engagement and enhanced strategic and operational decision-making related to PSEA.

  9. Support the Networks to carry out PSEA risk assessments to inform senior leadership on strategic decision-making regularly and systematically.

  10. Oversee and support the inter-agency PSEA Programme in coordination with the Network hub coordinators, co-chairs and staff in the fulfillment of appropriate ToRs and Work plans for the Network hubs.

  11. Represent the PSEA Programme in relevant coordination bodies and leadership forums at the national, regional and global level as required and ensure appropriate visibility for the project through the presentation of briefing notes and communication products.

  12. Engage and coordinate with the Humanitarian Country Team (HCT) to ensure and systematize PSEA mainstreaming during planning, policy development and programming of the Humanitarian Project Cycle.

  13. Support and advocate for comprehensive implementation of international PSEA commitments by Network members and other relevant entities operating in Syria to strengthen their internal PSEA programmes (where requested), including organizational policies and procedures, implementation of SEA risk prevention and mitigation measures, capacity development, complaint and feedback mechanisms and survivor centered assistance provision.

  14. Ensure that the implementation of the PSEA Network Work Plans is informed by community participation, contextually and culturally appropriate, and based on the community’s needs.

  15. Engage and coordinate with WoS sectors and working groups to ensure PSEA mainstreaming during planning, policy development and programming.

  16. Support senior leadership to develop an engagement strategy with the host government or local actors (e.g. local councils), including identified entry points in relevant entities and stakeholders for outreach.

  17. In collaboration with hub coordinators, ensure timely and high-quality reports of PSEA programme activities and their progress to programme donors and other stakeholders.

  18. Engage prospective donors regarding areas for potential partnership to sustain and/or expand PSEA programme activities.

  19. Ensure safely storage and timely analyses of SEA data to produce analytical PSEA reports, to be shared with both external and internal stakeholders, highlighting key trends and concerns.

  20. Collect and analyse inputs of PSEA hub coordinators, focal points and other relevant colleagues, identify recurring issues and trends, and share recommendations with senior leadership with the aim of enhancing strategic and operational decision-making related to PSEA.

  21. Regularly coordinate and share updates with headquarters and PSEA staff to ensure regional programme workplan coherence and implementation.

  22. Coordinate effective advocacy initiatives with the aim of improving PSEA mainstreaming in areas of operations across the different hubs.

  23. When the WoS PSEA Coordinator is unavailable the Network will be overseen, supported, and represented by PSEA hub coordinators.

Required Qualifications and Experience:

Education

• Master’s degree in Law, International Relations, Development Studies and Planning or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with nine years of relevant professional experience.

Experience

• Extensive work experience in humanitarian settings with relevant professional experience in the field of sexual exploitation and abuse, protection, gender-based violence, staff misconduct and discipline, gender mainstreaming and/or humanitarian affairs;

• Experience working in the IASC or in other inter-agency bodies or processes;

• Previous experience working on prevention of sexual exploitation and abuse;

• Experience working in humanitarian emergencies; and,

• Experience working in the MENA region is an advantage.

Skills

• In depth understanding of the international humanitarian architecture;

• Familiarity with the UN system and global coordination structures (e.g. IASC);

• Proven ability to implement inter-agency Action Plans; and,

• Familiarity with data protection and confidentiality measures.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
