The UK Mission to the European Union (UKMIS) in Brussels is part of a world-wide network of 230 Diplomatic Posts, representing British political, economic and consular interests overseas and is now looking for a full-time  B3 (L) Programme and Partnerships Officer in the UK Mission to the European Union. Our daily work relies on the input of dedicated individuals who engage on many different topics and activities. The UK Mission to the EU (UKMis Brussels) ensures the UK’s interests are promoted and explained to EU member states and institutions on the full range of EU business.

The jobholder will play a key role in developing of a portfolio of projects that advance the Mission’s goals. The job holder will support the wider work of the mission by working with colleagues to develop projects aimed at supporting the delivery of the UKMis business plan and key campaigns, ensuring that projects are are delivered to the highest standards in line with best practice in procurement and contract management and meets the requirements of the FCDO’s Programme Operationing Framework.

The jobholder will also work with colleagues across Whitehall and other posts in the Europe network to leverage other funding sources, and will be responsible for overseeing all significant procurement projects in the Communications & Visits team. The successful candidate will also be expected to develop relationships with a broad range of external organisations across Brussels to build a network of potential project partners.

The successful candidate will be the UKMis lead on monitoring and evaluation, ensuring we are capturing the impact of our programme and wider influencing work in a systematic way, and applying a process of continuous improvement.

The successful candidate will also provide surge capacity and cover for the visits/operations manager and deputise for the Head of Programmes & Campaigns. The job holder will also be expected to act as a focal point of best practice for project management and partnerships for the UK Mission.

The amount of programme funding may vary from year to year, so the job holder will be expected to show flexibility, working across other areas of the team depending on requirements. 

Roles and responsibilities:

The job-holder will be expected to further UKMis’ business goals through the delivery of a strategic communications programme and supporting the wider team through: 

  • Acting as the Programme Responsible Owner and ensuring that programme rules are proportionately followed;
  • Building relationships with potential project partners, UK organisations in Brussels and developing ideas in conjunction with policy leads;
  • Measuring the outputs and outcomes of activity – building success stories to demonstrate impact;
  • Generating innovative ideas and expertise on policy goal delivery through programmes across UKMis;
  • Leading cross-UKMis efforts to track the impact of our influencing activities, through a structured approach to monitoring & evaluation;
  • Providing leave cover and surge support for the Head of Visits and Operations and deputising for the Head of Programmes & Campaigns;
  • Ensuring financial management good practice is following including through procurement, budget management and budget forecasting;
  • Acting as the secretariat for the programme board;
  • Having a flexible approach to the role, supporting wider efforts to support the delivery of the UkMis business plan;
  • Securing funding from UK based programmes for activity to meet UKMis goals
  • Working in partnership with the FCDO in London and the wider network of Europe posts.

All staff at UKMis are expected to make a strong corporate contribution, getting involved in cross-Mission activity as a member of one of our active staff committees (e.g. L&D, wellbeing, diversity & inclusion, women’s network, greening committee etc).

  • Excellent English language skills (written and spoken, minimum of C2 level for CEFR framework*);
  • Strong communication skills;
  • Experience of project or programme work in a policy context;
  • Experience of monitoring & evaluating projects or communications activities;
  • Knowledge of the EU policy making process in Brussels.

  • Understanding of the UK;
  • Procurement experience;
  • Experience delivering high level visits or events.
  • Experience delivery influencing campaigns and activities.

This is a permanent full-time contract for 5 working days (36.25 hours net) per week. The monthly gross salary for this position is €4,243.29, (B3) level. In addition, we offer an extensive salary package, which includes a 13th month, luncheon vouchers, pension scheme , optional hospitalisation insurance  (subject to monthly employee contribution), reimbursement of public transport and a lot more. We offer more days of annual leave than the Belgian requirements.

Please note that Belgian nationals will be paid their salary gross and are expected to comply with their tax obligations through completion of a tax return to the Belgian authorities. Non-Belgian nationals will receive their salary net, minus the deduction of an equivalent level of Belgian tax retained at source. Further information on this will be given to candidates during the recruitment process.

Staff recruited locally by the British Diplomatic Missions in Belgium are subject to Terms and Conditions of Service according to local Belgian employment law.

The successful candidates will be subject to professional background checks and security clearance.

Passport: officers are expected to be in possession of a passport due to the possibility that they may be asked to undertake business travel.

Visa/work permit requirements: Candidates must currently hold the independent right to live and work in Belgium and be prepared to ensure that right remains throughout the scope of the contract.
