Electoral Violence Monitoring Lessons Learnt and Recommendations
Location: Kampala, Uganda
General Purpose
To document Electoral Violence Monitoring lessons learned and recommendations to improve
future electoral violence monitoring in Uganda.
Background
During the 2021 elections, the National Democratic Institute provided support to non-partisan
CSO partners to monitor electoral violence. It is in this context that NDI seeks a consultant to
analyze the context in which the electoral violence monitoring process was conducted in order to
clearly identify and document lessons learnt, challenges encountered and successes of the
observation efforts; and, to make recommendations to improve future violence observation
efforts.
This is a local consultancy contract open to interested candidates based in Uganda.
Methodology
The consultant will conduct desk review, key informant interviews, and surveys to gather crucial
information on violence observation efforts of the 2021 elections. The local consultant will
undertake quantitative and qualitative analysis of the data and information collected and draft a
report.
Specific Objectives
● To provide a synopsis of past electoral violence observation efforts and the context in
which electoral violence monitoring was conducted during the 2021 elections.
● Review and collate reports by organizations that observed the 2020/21 Uganda General
election to adequately capture and collate electoral violence observation issues, narratives
and recommendations.
● Carry out interviews with NGO leaders and observers that observed the 2020/2021
general election including those that specifically monitored violence and violence against
women.
● Make recommendations for improvement of future violence observation efforts.
Expression of Interest
Interested consultants should submit a brief technical and financial proposal of not more than
two pages detailing their understanding of the task, the methodology, capability statement and
