IMPORTANT INFORMATION:

Staff on probation are not eligible to apply. Applicants for promotion must have served at their position for at least one year and must have normally served at their personal level for at least two years immediately preceding the date of the vacancy closing date. Applicants for lateral transfer must have served at their position and personal level for at least one year immediately preceding the date of the vacancy closing date (reference A.O. 2.03, paragraphs 5.8 and 5.9).

In the event that the staff appointed to a new category (i.e. from AS to NS, or from NS to IS) is rated at 2 or lower in the first two performance reviews after appointment at the new level, they will return to the level occupied immediately prior to their appointment in the new category.

Fixed-term appointments or assignments are subject to Section 3 of Administrative Order (AO) 2.01 (Recruitment and Appointment) and Section 8 of AO 2.03 (Selection, Talent and Position Management) and its Appendices.

Whether the selected candidate is internal or external, and regardless of the type of appointment, any extension of staff beyond age 60 shall be subject to such terms and conditions determined by ADB, including, where relevant, those provided in Section 10 of AO 2.05 (Termination Policy) and its Appendices.

Job Purpose

The Human Resource Specialist provides strategic advice to client departments and offices with regard to talent acquisition and retention including but not limited to recruitment, career and performance management. The incumbent implements HR programs and initiatives (e.g. mobility, diversity and inclusion) and serves as the focal point on any HR related matters such as compensation and benefits, learning and development, and others. The incumbent will report to Director, BPHP and will supervise national and administrative staff.

Responsibilities

HR Strategy and Policy
Undertake the development, implementation, and improvement of human resource policies and programs, supporting the goals of ADB Strategy 2030.

Talent acquisition

  • Contribute to the establishment, improvement and implementation of systems to ensure quality of staff at entry through the selection/recruitment process
  • Implement, review and improve the recruitment and selection process to attract the most valuable international talents
  • Support the development and placement of strategic advertisements on relevant channels, including social media platforms
  • Lead selection panels
  • Conduct regional recruitment missions (career fairs, presentation to universities).

Talent retention

  • Provide strategic advice on career and performance management matters
  • Analyze and make recommendations for staff promotions and transfers
  • Liaise with client departments on various HR issues
  • Conduct career counseling sessions
  • Lead and participate to outreach missions to staff based in ADB Resident Missions

Leadership

  • Provide leadership and support to reporting staff. Set clear goals, provide feedback on performance and ensure on-going learning and development.
  • Contribute to the development and implementation of programs aimed at strengthening leadership capabilities and accountability, including those encompassing performance management, coaching and mentoring.

Qualifications

Relevant Experience & Requirements

  • Master’s Degree, or equivalent, in human resources, business or public administration, economics, social sciences or related fields. A university degree combined with specialized experience in similar organization/s, may be considered in lieu of a master’s degree. Preferably affiliated with and/or certified/accredited by recognized professional HR associations, such as CIPD, IPMA, SHRM, etc.
  • At least 8 years’ relevant experience ideally on various facets of human resources management, and most specifically in talent acquisition and retention and performance management; experience in international development finance institutions or multinational organizations is preferred.
  • Experience in data analytics and in implementing modern tools and technologies in HR systems to streamline processes which contribute to improve employee and candidate’s experience is preferred
  • Knowledge and understanding of facilitating or designing social media campaigns
  • Ability to utilize and share relevant knowledge to benefit the broader ADB community

General Considerations

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
