The position is assigned in the Portfolio, Results and Quality Control Unit (SAOD-PR) within the South Asia Department (SARD). SARD is responsible for providing leadership innovation, lending, project implementation and knowledge sharing for ADB’s sector and thematic work that covers operations in Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka. SAOD-PR is responsible for supporting SARD management in planning, monitoring, and coordinating the department’s activities in key results areas.

Job Purpose
The Project Management Specialist will contribute to portfolio management of ongoing loans, technical assistance (TA) projects, and grants; recommends corrective actions and provides support for addressing implementation problems to enable the improvement of portfolio performance in general; support the department in planning and monitoring the implementation of a range of project and program management activities and implementation plans, including assistance in developing and reviewing departmental project completion reports (PCR) and technical assistance completion reports (TCR). The incumbent will report to the Advisor and Head of the SAOD-PR Unit and may supervise national and administrative staff.
Responsibilities
• Supports conduct of periodic portfolio reviews and monitoring of portfolio across the department;
• Coordinates with project teams in the implementation of loan and TA projects and provide guidance and advice for the identification, resolution, and implementation of action items needed to resolve implementation issues and problems, such as project specific issues and complex contractual problems;
• Advises project officers on the deployment of international experts for project related matters, including arbitration;
• Manages the departmental PCR and TCR program along the following lines:
o Sequences PCR and TCR program so that submission timelines can be met;
o Develops a support system of consultants that will aid project officers in the delivery of the PCR and TCR program;
o Following ADB’s guidelines for evaluation, reviews PCRs and TCRs and advises project officers on document quality;
o Conducts PCR/TCR trainings and activities for advocacy, dissemination, and knowledge building to improve overall quality;
o Reviews adherence of procedures in evaluation, procurement, recruitment of consultants, and contract administration to the ADB Guidelines and Project Administration Instructions in coordination with IED, SPD, PPFD and other departments on all matters pertaining to PCRs and TCRs;
o Regularly monitors the status of all PCRs and TCRs and coordinates with staff to ensure lessons learned are fully incorporated in the project cycle.
Qualifications
Relevant Experience & Requirements
• University degree in Economics, Finance, Engineering, Social Science, or other related fields, preferably at post-graduate level or its equivalent;
• At least 6 years of relevant experience in project processing and administration in different sectors;
• For internal applicants – Procurement Accreditation Skills Scheme (PASS) accreditation preferred (non-accredited applicants may be considered though will be required to complete accreditation within 1 year of appointment);
• Familiarity with a multilateral institution’s policies and procedures;
• Strong analytical, negotiation, interpersonal and communication, and multidisciplinary skills;
• Ability to communicate effectively with key clients in developing member countries;
• Ability to write effectively, particularly technical papers and studies;
• International experience working in development in several countries;
• Able to utilize and share relevant knowledge to benefit the broader ADB community;
• Good interpersonal and communication skills and ability to work with individuals from different cultural/national backgrounds;
• Excellent oral and written communication skills in English;

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
