This is a part-time home-based consultancy “Capacity Building Project manager” the purpose of which is to provide strategic and operational oversight and management of the UNICEF’s Global Cluster Coordination Unit (GCCU) intercluster capacity building project.

How can you make a difference?

Background: The humanitarian Review has highlighted the importance of making coordination-related training available to UNICEF’s entire staff force. UNICEF staff should be able to step into coordination roles at the initial stages of a response, and the ability to train so massively can only be found through online training. In addition, online self-paced training will allow UNICEF to reach current cluster staff more widely, including staff in field offices, in a context where travel is increasingly restricted both due to COVID restrictions and to funding constraints for face to face training. Finally, a new competency framework was adopted by the UNICEF-led clusters in 2020, and the GCCU Learning Taskforce agreed that all new trainings would align with them.

Scope of Work: Engaging the GCCU learning taskforce, provide strategic and operational planning and implementation. This includes but is not limited to:
• Further develop the GCCU capacity learning documentation including strategy and workplans.
• Liaise with complementary initiatives from other teams in EMOPS such as Accountability to Affected Populations (AAP) and Humanitarian Evidence and Learning Section (HELS);
• Oversee piloting of the custom LMS and ensure feedback integration;
• Lead online content development for missing areas in cluster coordination and information management tracks as per the competency framework, and provide oversight and quality assurance to development done by partners/contractors;
• Put in place realistic and sufficient review processes for project implementation, including content validation, piloting, adoption and rollout, to ensure GCCU ownership and that the target audience is reached;
• Work with Global Clusters for coherent development of cluster specific content to go along the core content;
• Lead the development of non-cluster learning paths for UNICEF to fulfil humanitarian review recommendations on cluster awareness and understanding;
• Develop the next steps for advanced and joint intercluster training options such as face to face simulations, leadership, and similar components;
• Engage non-UNICEF clusters and OCHA for broader adoption and rollout.
Payments will be made monthly upon presentation of invoice and progress reports listing deliverables as agreed with the supervisor at the beginning of each month.
 
Work Assignment Overview
 
Specific deliverable for each month will be discussed and agreed in consultation with supervisor in line with above scope of work.
 
Main deliverables include:
– Validated GCCU learning strategy and 2022 workplan available
– Full IM training content and piloting completed
– Full set of learning channels in Agora for all UNICEF-led clusters and GCCU launched
– GCCU Learning Taskforce meets twice a month
– Learning paths for non-cluster staff developed with HELS and trainings launched
 
Working modality: Home-based, part-time (16 working days per month); Total working days: 184 between September 2021 and August 2022. 
 

To qualify as an advocate for every child you will have…

  • Advanced university degree in social sciences, psychology, business management and administration, international development, engineering or any other relevant field.
  • At least eight years progressively responsible experience in humanitarian action and capacity building.
  • Prior experience in project management.
  • Experience with training development and delivery.
  • Experience with clusters and in emergencies, preferably with UNICEF or another UN agency.
  • Knowledge of existing humanitarian self-learning programmes.
  • Cluster IM expertise required.
  • Hands on humanitarian field experience highly desirable.
  • Excellent writing and oral communication skills.
  • Fluency in English required.
