Position Overview:
The position will lead business development efforts with government funding partners in support of PIH programming internationally. The role includes: managing relationships with donors and partners; leading proposal development efforts, including design, writing, and submission; building public sector fundraising capacities, and supporting grant launch and transition to award management. The Senior Business Development Officer will have strong external engagement and public sector fundraising skills as well as flexibly shift across portfolio projects and multi-task between tight deadlines.
Specific Responsibilities:
Proposal Development (50%)

Lead, advise, and support the development of mult-site and single-site proposals including development of bid strategy, coordination with the proposal team, writing contributions, overseeing quality of the package, and ensuring that technical and cost proposals are in line with donor requirements.

Facilitate partnership mapping, consortium explorations, and manage communications with sub and prime organizations. Understand relative strength and weaknesses of potential collaborators and competitors to inform PIH proposal strategy.

Lead pre-bid efforts including proactively gathering information and identifying potential partners and staff prior to official announcement.

Lead the assessment and qualification of prospects and requests for proposals.

Collaborate on program and project development cycles and workplan elaboration with clinical and clinical operations teams.

Manage the post-award process for smooth transition to project management and implementation teams.

Serve as public sector fundraising focal point for PIH care delivery country sites and global clinical teams.
Strategic Positioning (30%)
- Serve as global relationship manager with public sector funders and strategic thought partners.
- Lead in the development of donor and partner engagement strategies that leverage PIH capabilities to identify and win new business opportunities.
- Lead donor and partner cultivation including arrangement and preparation of strategic meetings and participation in external workshops and events.
- Contribute to fundraising priority efforts and coordinate across revenue streams together with global partnership and development teams.
- Contribute to and monitor the progress of fundraising plans and priorities.
- Monitor current public sector donor priorities and general bilateral and multilateral funding trends.
Capacity Building (20%)
- Support the development of new business development tools and systems.
- Build capacity across PIH departments and sites in the area of new business development through training and hands-on support.
Qualifications:
- Master’s degree in public health, health care management, international development, or public policy, or equivalent experience in business development
- 8+ years of related work experience
- Significant work experience with Global Fund, USAID, and/or other public sector funding is required.
- Experience working in global health program design and implementation at field level preferred.
- Excellent coordination, writing, and communications skills; ability to conceptualize and articulate funding needs persuasively to potential funders.
- Proven success in proposal coordination and writing, including organizational skills and management of deadlines.
- Ability to manage complex projects from creation to completion, prioritize and work on multiple tasks simultaneously, and meet deadlines.
- Exemplary interpersonal skills; ability to collaborate effectively with culturally diverse staff across departments and country.
- Interest in social justice strongly desirable.
- International work experience a plus.
- Willingness to undertake limited travel as needed.
- Ability to read and write in Spanish and/or French preferred.
