Proposal Summary:
The new Anti-Corruption Activity will build on USAID’s work to strengthen Ukraine’s anti-corruption institutions, increase public trust in those institutions, and advance Ukraine’s digital transformation in the eGovernance sector.
Position Summary:
The eGovernance expert will lead the implementation of the New Anti-Corruption Support Activity’s eGovernance objective(s). Experts will support Ukraine’s anti-corruption bodies at the local and national level to implement and maintain secure and sustainable eGovernance systems. This is a full-time position based in Kyiv. The position is contingent upon funding and USAID approval. Ukrainian citizens are encouraged to apply.

Responsibilities:
- Support the development and implementation of eGovernance reforms and systems at the local and national level.
- Ensure that civil society organizations, the private sector, the media, and the public can monitor the implementation of eGovernance reforms and systems.
- Provide oversight of eGovernance systems and other information technology (IT) solutions.
- Contribute to the development of the Activity’s key deliverables and reports.
Qualifications:
- Master’s degree in public administration, international development economics, business administration or a related field preferred.
- Seven (7) years of experience in corruption prevention reforms, eGovernance, public service infrastructure, government capacity building, public administration, or social accountability.
- Strong understanding of the anti-corruption and eGovernance context in Ukraine, including the major anti-corruption institutions.
- Experience working with national and local governments.
- Experience with USAID or another donor strongly preferred.
- Proficiency in English strongly preferred; proficiency in Ukrainian or Russian required.
