DCAF – Geneva Centre for Security Sector Governance is dedicated to improving the security of states and their people within a framework of democratic governance, the rule of law, and respect for human rights. DCAF’s Cybersecurity programme, implemented by the Europe and Central Asia Division, aims to support good governance in cybersecurity. The programme contributes to making cybersecurity responsive and effective by working with cybersecurity actors from the public and private sector on improving law and policies, stakeholder cooperation and the effective provision and oversight of cybersecurity. To this end, the programme provides advice and research, organises technical trainings and workshops and organises stakeholder exchanges.
In June 2021, the Cybersecurity programme started implementing a 3-year project entitled “Good Governance in Cybersecurity in the Western Balkans.” The project is funded by the United Kingdom’s Foreign, Commonwealth and Development Office and covers all of the Western Balkan Region. To complement our project team in Serbia, we are currently looking for a highly qualified and motivated national finance manager to support the implementation of the project.
Finance Manager – Cybersecurity programme – Belgrade, Serbia (work rate 50%)

Duration: 12-month fixed-term contract with the possibility of extension
YOUR ROLE
Under the supervision of the Geneva-based project director and the national project coordinator in Belgrade, the incumbent will support the implementation of the project “Good Governance in Cybersecurity in the Western Balkans”.
Overall tasks and responsibilities:
• Under the supervision of the project director, lead and manage all of the project’s finances;
• Perform administrative tasks related to the implementation of project activities, in coordination with the Project Assistant in Geneva;
• Perform financial tasks related to donor reporting and monitoring & evaluation activities, in coordination with the Project Assistant in Geneva;
• Support the project team in Belgrade in the logistical organisation of meetings / events / trainings on the ground, in coordination with the Project Assistant in Geneva;
• Contribute to the project’s monitoring and evaluation activities, if necessary.
YOUR EXPERIENCE
• University degree in a field such as economics or financial management, or equivalent experience in relevant field (minimum three-five years);
• Prior experience in managing the finances of development projects is a pre-requisite (experience with managing the finances of UK-funded projects is a strong asset)
• Prior experience in project management including the organisation of events, is an asset;
• Prior experience in drafting contracts, reports, correspondence, is an asset.
Additional requirements:
• Serbian citizenship/valid residency at the time of application is a pre-requisite;
• Fluency in one of the Western Balkan languages (Bosnian/Croatian/Montenegrin/Serbian, Macedonian and/or Albanian) and excellent written and spoken English are a pre-requisite;
• Advanced user of Microsoft Office tools;
• Strong organisational skills with an ability to work independently and self-responsibly within the given deadlines;
• Excellent communication skills (oral and written).
