Project Summary:

Through the Livelihood Advancement of Marginalized Populations (LAMP) Activity, USAID will create sustainable jobs and livelihoods for internally displaced people (IDPs), returnees, and vulnerable population in host-communities in Kabul, Ghazni, and Khost provinces. The purpose of this mid-term performance evaluation is to assess the progress made towards achieving its intended results, and the challenges or constraints preventing the project from achieving its expected results.

Position Summary:

The Evaluation Team Lead (TL) will manage and coordinate all of the evaluation activities for the LAMP evaluation. The TL will be responsible for delivering quality studies and reports as prescribed in the assignment Scope of Work (SOW). This is a short-term position with an estimated level of effort of 57 days.

Responsibilities:

  • Coordinate and lead all evaluation activities and provide oversight.
  • Support the project team and USAID to establish and maintain productive collaborative relationships with a wide range of partners and stakeholders.
  • Prepare the draft and final reports.
  • Prepare final presentation of evaluation results to be presented to USAID.
  • Provide technical guidance to the staff, consultants and other partners brought on board to support this activity under the AMELA contract.
  • Facilitate, participate in, and contribute to technical and coordination meetings, workshops, learning platforms, capacity building exercises, and other events.
  • Assist AMELA staff as needed in project management.

Qualifications:

  • Master’s degree in the social sciences, economics or in a related field, required.
  • At minimum five years’ experience conducting evaluations or similar research studies required; Seven years preferred.
  • Experience conducting evaluations/research studies of livelihood and economic development and/or job creation projects strongly preferred.
  • Experience conducting project evaluations or research studies using mixed methods or at least qualitative research, required.
  • Experience authoring evaluation/research reports and have experience leading an evaluation/research team, required.
  • Experience working in Afghanistan or similar development environments, preferred.
  • Strong written and oral English communication skills, required.
