Background
Since 2011, Libya has been plagued by violent conflict and political instability. This has devastated economic activity and even imposed obstacles to the export of oil, the government’s main source of revenue. The political division has resulted in two parallel governments, further hindering a government-led recovery. This is especially crucial in the Libya context as the majority of employment is in the public sector and the private sector is still largely crowded out by the appeal of stability in public sector work. In recent years, the country has been dealing with a cash liquidity crisis that permeates all aspects of livelihoods in Libya and complicates normal economic activity. At the same time, access to cash is limited, there are many areas around the country with low banking rates and insufficient use of non-cash transaction methods. Furthermore, unemployment in recent years has ticked up, with youth and women most affected by the crisis.
In late 2020 and early 2021, violent conflict has declined, a ceasefire has been agreed to, and political dialogue and reconciliation have been progressing. The current environment lays a foundation for a deeper recovery. While rehabilitation and improvement of public infrastructure and services are still continuing, livelihood recovery and sustainable capacity development must be enhanced simultaneously to support the resilience of communities that have faced security and economic challenges for a decade. Within the framework of the EUTF-funded programme “Recovery, Stability and Socio-economic Development in Libya, Phase 2” (RSSD 2)- Baladiyati (My municipality), implemented in close collaboration with the Ministry of Local Governance, Municipalities, Italian Agency for Development Cooperation (AICS), UNDP and UNICEF, it requires a broad knowledge of the locations where it may work in order to effectively deliver necessary support to public service and infrastructure rehabilitation, expanding livelihoods opportunities, and improving social cohesion to the areas most in need and underserved.
In this respect, UNDP, under the overall guidance of the Project manager and the direct supervision of the project specialist, will recruit a consultant to profile the 14 localities where Phase IV of SLCRR – Recovery, Stability Socio-economic Development 2 (RSSD2) will work. The municipalities are in the southern region of Libya and their profiles will be based on desk reviews of available assessments already conducted by UN agencies, and international agencies/NGOs as well as primary data provided by national and/or local authorities. Additional information from third-party UNDP consultants on the ground will be included.
Rapid Municipality Profiles:
The municipality profiles will follow an outline discussed and agreed upon between UNDP, AICS, UNICEF and the EU Delegation. It will include items such as demographics, socioeconomic diversity, economic activity, security actors and major ongoing issues, governance arrangement, public and social services available, etc. The information available from assessments already conducted by UNDP, other UN Agencies and international agencies/NGOs, as well as primary data provided by national and/or local authorities, will be incorporated in a pre-fieldwork desk review; this information should be confirmed or updated with what is learnt through a field assessment. The rapid profiles will be drafted and submitted to UNDP for review and feedback leaving ample time for the consultant to continue collecting data, make revisions, and submit a final draft to be approved by UNDP. Profiles will be continuously updated by UNDP, AICS and UNICEF.
UNDP’s approach
To respond to the many challenges people in Libya are facing, UNDP’s approach is to implement a more robust development path by helping the local authorities to restore security, essential service delivery and livelihoods opportunities. As confirmed by many recent reports, a community-level focus would have the greatest potential for lasting stabilization in post-revolution Libya. The UNDP model in Libya is to ensure essential service delivery is provided, with increased income-generation and livelihoods opportunities for the most vulnerable, with capacities for local authorities and rule of law institutions strengthened, so that the target population groups – host communities, Internally Displaced Populations (IDPs), refugees, migrants and returnees – can effectively cope with and mitigate the risks of irregular migration and be strong drivers of resilience-building and development efforts. Access to up-to-date information on the municipalities where UNDP works will support sustainable, evidence-based interventions as part of the RSSD2 programme.
Duties and Responsibilities
Under the overall guidance of the Project Manager and the direct supervision of the project specialist, the consultant is expected to deliver the following:

Scope of services
Conduct a preliminary desk review of all assessments covering the included areas.
UN agencies, including UNDP, and international agencies/NGOs have conducted assessments that cover the areas included in RSSD2 (section E). These assessments include economic activity, needs assessments, conflict analysis, displacement, etc. The consultant will review those relevant reports to gather required data and incorporate them into the final report.
Collect primary data
The consultant will collect all required data from local sources. Resources for information include local area coordinators, local CSOs, municipal authorities from relevant central government/ministerial authorities university instructors/professors, etc. Information should be confirmed when possible by multiple sources.
Draft report
The report should follow an outline agreed with UNDP. Each of the 14 locations will have a separate brief of 3-4 pages, together forming one report. The drafts should be submitted to UNDP as soon as they are ready and not later than two weeks before the final deadline to allow for review and feedback from UNDP, AICS, and UNICEF. Further work may be required to satisfy feedback and gain final approval on all deliverables.

Required Skills and Experience
Academic Qualification:
An advanced university degree (Master’s or equivalent) in political science, sociology, economics, history, or another related field is required.
Experience:
A minimum of 5 years experience in conducting research including desk reviews and field data collection/analysis
A minimum of 2 years experience with resilience, stabilization, and displacement issues
Proven experience in the Middle East/North Africa region and in a conflict/crisis country is a strong advantage.
Experience in drafting high-level written reports/briefs to be used by programmatic staff
Experience with EU-funded projects and reporting is an advantage
Languages:
Strong written and spoken English. Working knowledge of Arabic is an asset.
