Description of Organization: This position is located in the Bureau for Europe and Eurasia (E&E), Technical Support Office (E&E/TSO), Economic Growth Division (E&E/TSO/EG). The Economic Growth Division oversees the implementation of one regional activity that provides broad EG technical support to the entire region, and another regional activity focused on assisting SMEs in the Western Balkans to access and use appropriate finance. Additionally, the EG Division manages a grant program with Rotary International to support local business associations and strengthen business to business ties with the United States. The EG Division also supports bilateral programs throughout the region with technical assistance to plan, design, and implement economic growth programs as well as special projects initiated by the Bureau.
In addition, the EG Division provides management and oversight for the region’s remaining Enterprise Funds and eight Legacy Foundations (many are perpetual foundations), as well as other investment funds and foundations. These legacy activities, with assets in excess of $1.2 billion, continue to advance U.S. Government objectives in non-USAID presence countries.
Within the E&E/TSO Office, the Economic Growth Division is responsible for providing support to Missions, analyzing economic growth needs and opportunities, tracking private sector events and trends, and advising on related issues and activities throughout the E&E region. The Economic Growth Division focuses on the development of sound macroeconomic and microeconomic reforms to assist in the transition to open and competitive market economies capable of competing effectively in regional and global markets.
Description of Position: The Private Enterprise Officer is an advisor to Bureau management and offices of E&E, as well as field Missions in formulating policies and strategies. Under the direction of the E&E/TSO/EG Division Chief, the Private Enterprise Officer will be responsible for defining the scope and objectives of USAID’s economic growth programs in Eastern Europe as well as developing, implementing, managing, and evaluating individual programs and projects to achieve these objectives. The Private Enterprise Officer has the ability to manage complex projects independently and to articulate USAID position in a variety of forums.
Description of Key Duties:
- The Private Enterprise Officer will provide overall intellectual and policy-level guidance to help design, implement, monitor, and evaluate EG programs, and forecast and assess their impact on economic competitiveness.
- The Private Enterprise Officer will apply highly specialized and technical research skills to the timely analysis of the impact of programs and activities within the EG portfolio. Special emphasis will be on designing appropriate project activities that are technically sound, based on the most recent research and experience, and result in measurable improvements in productivity and competitiveness.
- Based upon the Private Enterprise Officer’s analysis, the Private Enterprise Officer will assist a team in strategy development, design, implementation, monitoring, evaluation, and coordination of USAID-financed activities in the areas of trade and investment, financial sector development and access to finance, agriculture and agribusiness, private enterprise development, business enabling environment, workforce readiness/entrepreneurship, and Enterprise Funds and Legacy Foundations.
- Design and manage regional USAID programs and/or projects (serve as contract or agreement officer’s representative) focused on combatting malign influence in the economic sector in the E&E region, ensuring programmatic efforts align with USAID and E&E Bureau development goals.
- The Private Enterprise Officer will counsel and advise senior USAID and other high-level government officials at both the policy and technical levels on matters relating to the impact and appropriate methodology for the development and implementation of the economic growth portfolio within the E&E region.
- The Private Enterprise Officer will serve, in collaboration and coordination with Direct-Hire and PSC technical staff, as a principal senior specialist in the policy configuration, design and development of USAID-financed Economic Growth programs. The Private Enterprise Officer will be responsible for the establishment of performance measures and the implementation of technical assistance and training interventions in the region.
Qualifications:
- Must be a U.S. citizen;
- Excellent written and verbal communications skills with both technical and non-technical audiences;
- Strong analytical skills and ability to translate data into actionable programmatic recommendations;
- Experience with program and project management;
- Ability to act independently in complex environments; and
- Must be eligible to obtain and maintain a Top Secret security clearance.
