Specific Tasks:
- Under the overall guidance of National Project Coordinator, undertake responsibility for planning, implementation, management, and coordination aspects of the projects at provincial, district and local level guiding / supervising provincial and Municipal Technical Officers, Admin and Finance and/Social Mobilizers.
- Plan and carry out field supervision and joint monitoring to support quality delivery of outputs and activities.
- Plan in a timely, efficient and dynamic manner and carry out day-to-day management of the work based on prepared and updated detail work plan.
- Coordinate with the local partners for timely mobilization of human and logistic resources, and concurrently monitor their service delivery for effective and efficient delivery of the project activities
- Cross learning shall be ensured among consortium members (UNDP, UNICEF and UN WOMEN) and other community of practices.
C) Provide coordination and technical support to the project team to achieve project outputs:
- Liaise with provinces and urban municipalities for impact-based simulation and regular liaison with Provincial Disaster Management Committee, ministries for ownership of project envisioned activities
- Facilitate and support for the finalization of data attributes in coordination with IMOs for the development of GIS Mapping & web-based GIS, at the provincial and municipal level along with validation and dissemination
- Lead in sensitization of the provincial elected representatives, key ministerial authorities, humanitarian partners on their exposure, vulnerability, and risks.
- Facilitate meeting and liaise with provincial ministries, Provincial Focal Point Agency (PFPA) and Humanitarian Cluster leads and Co-leads for Clusters-specific Preparedness plan, to improve coordination and interlinkages between province, local levels.
- Design and facilitate capacity building trainings, meetings/discussion at provinces to create enabling environment for coordinated actions that support in implementation of DRR related activities including preparation of plans, standards and guidelines
- Provide technical and facilitative support, to the Provincial technical officer. Municipal Technical Officer, Engineers, Community Development Worker or Social Mobilizers for developing clarity in approach during implementation of the project activities through regular weekly monthly meetings or when required.
- Support advocacy and policy engagement for enhancing humanitarian preparedness and reducing disaster risk at provincial level
- Advocate for and provide support to the provincial and local government for their resource mobilization to ensure sustainability of the actions and initiatives
- Support on donor monitoring, project evaluation, and implementation of activities as per agreed work plan, etc.
- Provide high quality feedback on the emergency preparedness and Business continuity plans, relief guidelines and frameworks prepared at provincial level maintaining coherence based on the findings from the risk assessments and federal guideline and endorsement of these guideline
- Jointly with provincial technical officer and municipal technical officer ensure synergies and quality across the guidelines, framework and key document produced.
- Work closely with cluster co-leads and cluster partners for participation and ownership of framework and plan prepared
- Promote/support to strengthen inter-cluster coordination mechanism at Provincial level.
- Facilitate allocation of resources and disaster risk proofing policies/risk informed plans and programmes from provincial and local governments and ministries/departments to enhance preparedness for effective response.
D) Monitoring, Preparation of reports and documents, Communication/ Knowledge Management and Gender Equality and Social Inclusion (GESI):
- Timely preparation and quality control of technical and progress reports, programme briefs, and other required documents.
- Ensure project data/information are maintained in line with project M&E framework in a disaggregated fashion.
- Ensure that project approaches, monitoring system and reporting mainstreams the aspects of gender and social inclusion with adequate GESI sensitive data collection and tailored support.

Document learning and disseminate information to wider DRR community at provincial and local levels in coordination with project staffs.

Work closely with Information and Database officer and Communication officer to collect and comply, reports, data, news, events, human stories, challenges and lessons learnt to publish in periodic reports

Support in integration of GESI aspects in all stages of the project in coordination with GESI Focal Person of SUPER project and consortium member agencies

Perform any other related task as per the request of the National Project Coordinator, and Programme Officer (P&DRR) of UNICEF Field Office, Lumbini Province, Bhairahawa
Key Functions/Day to Day Activities:
- Lead close coordination and necessary linkages with the provincial government, key ministries, sectoral offices, provincial EOCs, Provincial Focal Point Agency, Cluster leads/Co-leads/focal and partners, local government including ward offices, and community level organizations.

Duration of the contract:
The total duration of the consultancy is 11.5 months tentatively starting from 16 September 2021.
Duty Station: Lumbini Province ( Provincial Ministry/NRCS/UNICEF) – Work From Home arrangement will be applied if restrictions applied due to COVID situation

Master’s degree of Engineering, Disaster Management, Planning, Housing and any related Social science fields.

At least 7 years of relevant experience in implementation, monitoring and evaluation of projects related to building construction, land use planning or related field• Work experience with UN will be an asset.• Experience of working with or exposure to provincial and local level planning process.• Demonstrated technical skills in safer construction and disaster risk management/preparedness.• Demonstrated social skill of coordinating with different stakeholders and facilitating discussions,• Excellent skills on preparing quality reports and other knowledge products• Experience in the usage of computers and office software packages (MS Word, Excel, etc.).• Experience of working in the federal structure with the stakeholders, specially at the provincial level.• Work experience in the focus provinces and cities as mentioned in the background above, will be an asset
