The position is assigned in the Portfolio, Results and Quality Unit (PAOD-PRQ) in the Office of the Director General within the Pacific Department (PARD). PAOD-PRQ is responsible for (i) monitoring the departmental portfolio and reporting results delivered, and support implementation, (ii) providing capacity development programs, procurement, contract management and project management guidance/support, and financial management and safeguards support during processing and implementation of projects/programs, and (iii) providing oversight to maintain the quality of assistance processed, or administered conforming with ADB’s policies and procedures through quality review of relevant documents for operations in the Pacific developing member countries (Cook Islands, the Federated States of Micronesia, Fiji, the Marshall Islands, Kiribati, Nauru, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.

Job Purpose
The Senior Safeguards Specialist will serve as the safeguards focal point for social safeguards of the Department. S/He will lead the development, implementation and administration of loan-financed, technical assistance (TAs) projects, and non-lending products and services, ensuring compliance with safeguards on involuntary resettlement and indigenous peoples. Work with broad policies and objectives, working directly with clients, with supervision for critical tasks. Working closely with other safeguards team members, s/he will lead and coordinate social safeguards activities, ensuring social safeguards consideration in formulating various sector policy and strategies, engaging Pacific developing member countries (DMCs) governments in safeguards policy dialogue and conducting ADB’s activities to assist in mainstreaming key safeguards issues in sector policy and reforms. The incumbent will report to Advisor and Head, PAOD-PRQ, and may supervise national staff and administrative staff.
Responsibilities
- Leads and coordinates with the Department safeguards team’s efforts in providing advice, building capacity, and advancing the development of involuntary resettlement, and indigenous peoples policies within developing member countries (DMCs) and on an ADB-wide context.
- Works with other Department safeguards team to ensure that appropriate resources and capacity are deployed to effectively cover the social safeguards policies of projects in preparation and implementation within the Department.
- Leads and facilitates contact with clients, non-government organizations (NGOs), development partners, and within ADB, including coordinating responses to NGO‘s complaints
- Oversees public information and disclosure initiatives on social safeguards and coordination with project grievance mechanism for ADB projects in the region.
- Coordinate with development partners on social safeguards in the region.
- Be responsible for social safeguards compliance of technical assistance and loan/grant projects under the overall guidance and direction of project task managers.
- Identifies opportunities for ADB assistance aimed at operationalizing social safeguards policies.
- Provides advice to executing and implementing agencies related to social safeguards application and requirements during project preparation and implementation.
- Provides operational support in incorporating social safeguards consideration into projects.
- Provides information and analyses towards the development of sector policy and strategies, with proper consideration of social safeguards impacts.
- Contributes information and analyses for economic and sector work and interdepartmental working groups on involuntary resettlement and indigenous peoples.
- Participates in ADB-wide safeguards policy-related activities and initiatives.
- Leads and coordinates the department’s participation in social safeguards policy/ Operations Manual review and evaluation revisions/ improvements.
- Participates in and contribute to internal and external training and conferences on involuntary resettlement and indigenous peoples as well as to other activities for advocacy, dissemination and knowledge building.
- Provides social safeguards training to ADB staff and executing agencies and prepare and administer relevant capacity development programs for DMCs.
- Leads, develops, and administers, as needed, technical assistance and other training programs for capacity building.
- Represents the department in various corporate level working groups on social safeguards to ensure that perspective of the Pacific is considered in strengthening safeguards implementation in ADB projects.
- Provides leadership and support to reporting staff.
- Supervises the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensures the on-going learning and development of reporting staff.
Qualifications
Relevant Experience & Requirements
- At least 10 years of relevant professional experience in design and implementation of social safeguards (involuntary resettlement and indigenous people) for infrastructure projects
- Master’s Degree, or equivalent, in Anthropology, Sociology, applied social science or other related fields; or University degree in Anthropology, Sociology, applied social science or other related fields and at least 5 years ADB work experience may be considered in lieu of a Master’s degree.
- Knowledgeable in operations of multilateral organizations and executing agencies will be an advantage
- Experience working in the Pacific region and/or Fragile and Conflict-Affected Situations/Small Island Developing States will be considered an advantage
- Written and verbal communication skills in English is required.
- Strong interpersonal, team, and negotiation skills

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
