Purpose of Activity/Assignment:
The purpose of the consultancy is to support the articulation of Programme Strategy Notes (PSNs) in line with the UNICEF-Bangladesh Country Program Document (CPD) and United Nations Sustainable Development Cooperation Framework (UNSDCF) for 2022-2026 to support the country in realizing the rights of children, adolescents and women.
Under the direct supervision of the Chief, Planning, Monitoring and Reporting and the overall guidance of the Deputy Representative, the international consultant will work closely with the PMR Section and the senior management team and relevant section chiefs to conduct the following:
- Conduct a review and analysis of existing programme documents (e.g. SitAn, current CPD/UNDAF, iSERF, studies and evaluations, work plans, review reports etc.) for the better understanding of the programmes and to ease the process of PSN (Programme Strategy Note) development
- Support the Sector Programme Consultations for the development of PSNs.
- Draft eight Programme Strategy Notes (Health, Nutrition, WASH, Education, Child Protection, SPEAR-social protection, Adolescence and ECD) in consultation with programme sections and colleagues, incorporating feedback from Regional Office review.
- Ensure clear linkages among PSNs, CPD, UNSDCF and other strategies
- Present and finalise PSN based on feedback from the CMT
- Liaise and support international consultant responsible for facilitating the CPD development process, attend SMR, and other meetings if organized and required.

To qualify as an advocate for every child you will have…
- An advanced university degree (Master’s or higher) in Social sciences, project/programme management or other relevant disciplines, with specialized training in areas such as planning, monitoring and evaluation, social statistics
*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
- A minimum of 20 years of relevant professional relevant experience and proven expertise with planning and development, including strong understanding of UN’s relevant Programming Guidelines on UNDAF/UNSDCF/SERF process, UNICEF CPD process, Gender Equality, Human Rights Based Programming (HRBP) approach, Capacity Development, Environmental Sustainability and Results Based Management (RBM))
- Developing country work experience and/or familiarity with emergency is considered an asset.
- Excellent report writing skills, analytical skills as well as strong facilitation and communication skills
- More than a few previous experiences in leading/supporting the Country Programme planning processes and practical experience in South Asia is an asset
- Experience in working with teams and team processes
