Within UNICEF’s Division of Communication (DOC) the Youth Engagement Team works to strengthen the organization’s capacity to engage young people as advocates and campaigners for children’s rights, through our flagship campaigns and initiatives; and ensure that the perspectives and voices of young people are an integral part of our communications and advocacy.
U-Report is one of UNICEF’s flagship initiatives to engage and empower young people. It is designed to strengthen community-led development, citizen engagement and access to and use of real-time monitoring and participation platforms. U-Report allows youth to speak out via SMS and other channels – through polls and unsolicited messages – on what is happening in their communities. It provides a forum to amplify their voices through local and national media and acts as a citizen-sourced, real-time data point for key stakeholders, service providers and decision-makers about the issues being faced in communities. The platform also feeds back useful information to the U-Report participants, so they are empowered to work for change and improvements in their localities themselves.
U-Report On the Move provides an opportunity for young refugee, migrant and internally displaced people to be heard. It is a tool designed to empower populations, focused on young people. It ensures that those who have registered on U-Report, known as U-Reporters, have access to information, can speak out on issues that affect them and their communities, encourage citizen-led development and create positive behavior change.
In humanitarian situations, U-Report is used to improve the quality of humanitarian response and hence delivery of needs of children in that context.
How can you make a difference?
Under the guidance and supervision of the U-Report Global Coordinator the consultant will support the country and regional offices with their development of U-Report to support programmes specifically for refugees, migrants and internally displaced persons. The position may be called upon to support the use of U-report in humanitarian crisis as a tool to support community engagement in line with the U-report in humanitarian action guidance note . Opportunities to scale U-Report On The Move in both new and existing contexts, including countries involved in the Dutch Partnership.
DESCRIPTION OF THE ASSIGNMENT
Project Management of U-Report on the move
1. Planning and organizing U-Report on the Move and Prospects Partnership country calls, webinars and key knowledge management events with and for those country offices. Act as a U-Report focal point to the HQ team working on the Dutch Prospect in close collaboration with the 8 partnership countries; Iraq, Jordan, Lebanon, Egypt, Ethiopia, Sudan, Kenya, and Uganda
2. Managing the U-Report Global Poll calendar and ensuring regular and timely update. Manage poll creation and upload to the U-Report Global workspace, and on the website and manage poll calendar, content review with Steering Committee for all bots and polls. Develop template polls, live chat Q&A, bots and campaigns for refugee and migrant groups.
3. Supporting and encouraging U-Report on the Move country participation in Global Coordinated Actions. Working alongside the Country Support Consultant and U-Report Global Coordinator to ensure maximum engagement of countries in all Global polls advancing the Global Advocacy Priorities.
4. Management of the Prospects partnership work, U-Report Uinendo Voices and all U-Report on the Move platforms working with countries to ensure effective delivery, timely reporting on grants, proper budget management and tracking and follow up and regular check-ins with the Prospects HQ and country teams.
5. Support the rollout of U-report guidance note in humanitarian action particularly in actions on positioning U-report for preparedness actions such as dissemination of early warning messages, engagement of at risk and affected populations, monitoring of service provision etc.
6. Update/create guidelines and repositories of information for U-Report on the Move. Liaise with CO’s to produce at least two case studies/stories every month on the use of U-report OTM and the use of the tool in humanitarian context in targeted countries
6. Provide support on U-Report rollout in country offices from concept stage to official launch and roll out where the target is on young people on the move. Support Prospect and other U-Report on the Move country offices in refining the U-Report component in their proposals and concept notes.
7. Work with DAPM to produce knowledge material based on the data collected by U-Report OTM.
REPORTING REQUIREMENTS (IF APPLICABLE)
Standard UNICEF Performance Evaluations will be conducted every 6 months and at end of each month a progress report will be shared per contract. The performance indicators for evaluation of results will be the quality and timeliness of outputs delivered by consultant.

To qualify as an advocate for every child you will have…
- Bachelor’s University degree in one of the following fields: social sciences, public administration, public health, international relations, business administration or other related disciplines.
- Minimum 5 years of progressively responsible professional work experience at international level in emergency programme /project management including planning, implementation, monitoring, evaluation, and administration.
- Experience in technology for development, U-Report and Rapid Pro are considered an asset.
- Specialized training/experience in emergency response management highly desirable.
- Strong skills in communication, working with partners, with experience in consensus building and in motivating cross-functional teams to meet ambitious project goals and timelines.
- Fluency in English (both written and verbal) is required. Knowledge of an additional UN language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
- Ability to juggle competing priorities, whilst maintaining attention to detail and meeting deadlines. Excellent documentation capabilities and a track record of producing high quality work for multiple audiences.

UNICEF does not provide or arrange life or health insurance coverage for consultants and individual contractors, and consultants and individual contractors are not eligible to participate in the life or health insurance schemes available to United Nations staff members. Consultants and individual contractors are responsible for assuming all costs related to required inoculations, vaccinations and medical examinations and reflect it as part of their bid for the assignment.

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage and the consultant must provide proof of health insurance.
Consultants and individual contractors are fully responsible for arranging, at their own expense, such life, health and other forms of insurance covering the period of their services as they consider appropriate.
VISA REQUIREMENTS
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
