The Human Resources Associate (G7) role forms part of the MPTF Office Finance and Operations Team, , which collectively ensures the MPTFO office and its staff have sufficient operations support to smoothly deliver the MPTF Office’s fund design and administration services; as well as the operations support for the Fund Secretariats hosted by MPTFO. This role acts as part of a team in delivering operations support to maintain the efficient functioning of the MPTF Office and its clients. The staff member adopts a collaborative, client and solutions-oriented approach and promotes the maintenance of high staff morale. The Human Resources Associate will work within the operations team as led by the Operations Manager under the direct supervision of the Operations Analyst.
The MPTF Office is a UN center of expertise on pooled financing mechanisms. It supports development effectiveness and UN coherence through the efficient, accountable and transparent design and administration of innovative pooled financing instruments as well as provision of advisory services for fund operations. Housed within UNDP, the MPTF Office is firewalled from all UN implementing entities, UNDP included. The MPTF Office has put in place a number of tools and systems to support its fund administration services, the MPTF Office GATEWAY.
The MPTF Office’s current portfolio is over $13 billion in total, with more than $1.5 billion per year in contributions and includes more than 120 active pooled financing mechanisms (country-level, global MDTFs, Joint Programmes (JPs) and National Funds) established for humanitarian, transition, development and climate change activities.
Duties and Responsibilities
1. Support to Office Operations strategy
Delivers solutions-focused client-oriented operations services as demonstrated through consistent positive feedback received from internal and external clients for operational services delivered;
Conducts implementation of the unit’s operational strategies in accordance with the Internal Control Framework issued by the Executive Coordinator and applies a risk lens to HR activities within the context of UNDP’s regulatory framework and policies. Maintains the integrity of the office operations processes;
Supports the Operations Analyst in preparing thoroughly researched information for financial and workload planning of operations services and office planning or monitoring requirements;
Complete other tasks as assigned to support implementation of the strategic plan and business continuity of the office including back up support for the Assistant to the MPTFO Directorate.
2. Implements solutions-focused client-oriented HR services in line with HR strategies and policies with staff and non-staff contract holders focusing on achievement of the following results:
Ensures compliance of HR activities within UNDP and office policies and regulatory frameworks, procedures and strategies; effective implementation of the internal control and functioning of the HR system;
Acts as the focal point for corporate HR policies, being fully aware of the POPP requirements, assessing the impact of changes and making recommendations on their implementation in the office across all service lines;
Acts as the knowledge leader for all staff and non-staff areas including Fixed Term and Temporary Appointments, detail assignments, internships, UN Volunteers, Junior Programme Officers and equivalent programs, fellowships, International and National Personal Services Agreements, Non/Reimbursable Loan Agreements and inter-agency placements and other HR contract arrangements;
Maintains operations measurement indicators, monitoring and reporting on achievement of results and supports office HR business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in HR management;
Implementation of the strategic approach to recruitment in the office, proper use of contractual modalities, forecast of the staffing needs.
Organizes staff and non-staff recruitment, contract extension and separation processes as needed; facilitates job classification and vacancy announcements, documents panel recommendations as an ex-officio member in interview panels, prepares submissions to the Compliance Review Board or Panel; drafts letters of Expression of Interest for Temporary Assistance posts only;
Ensures integrity of the process and understands the connection between HR and financial management;
Creates and maintains staff related information in Atlas as a Position Administrator;
Acts as leave focal point, trains staff members on ‘My Leave’ in e-services, assists staff who have questions on leave; enters leave types not yet included in e-Services in the Absence module; provides reports from Atlas to staff members for certification;
Advises, trains and monitors on the current HR performance management process (including Atlas training) and monitors timely completion;
Provides training on UNDP competencies and demonstration of achievement
Ensure staff and non-staff are fully briefed and supported in the on-boarding process;
Leads the office training team and supports drafting of the office training and career progression plan. Communicates training and career progression opportunities frequently;
Supports the Operations Manager on People 2030 and the HR strategies adopted by the office, including career development;
Provides other operations services as assigned.
3. Support knowledge building and knowledge sharing in the office
Where included in the office or individual learning plans or on request from clients, develop, organize and provide one-on-one or group training sessions on HR topics;
Maintains assigned information and knowledge products on Sharepoint for HR and other operations functions;
Briefing to staff members and non-staff on HR operations issues.

Required Skills and Experience
Education:
Completed Secondary Education is required;
University Degree in Human Resources, Management or Business Administration or equivalent is desirable, but not a requirement.
Experience:
Minimum 7 years’ experience working in an operations function within the UN system focused on Human Resources;
Demonstrated ability to cover all areas of Human Resources from recruitment and onboarding to performance management, training and career development through to leave monitoring and separation;
Experiencing covering a wide variety of HR areas and contracts such as UNV, JPO, Detail assignments, fellows, IPSAs/NPAs, TAs, FTA, NRLA/RLA, Interns etc.;
Demonstrated performance in delivering solutions-oriented client service that meets the needs of the clients;
Understanding of the financial implications of HR contracts and post and contract management;
Demonstrated understanding and application of HR policies within the UN system.
Language Requirements:
Fluency in both written and spoken English. Knowledge of another UN language is an asset.
