SCOPE OF WORK

I. PROGRAM BACKGROUND

There are currently few spaces for democratic party groups and networks to collaborate in a cross-ideological, transnational manner to build democratic solidarity. As authoritarians around the world gain more ground, unity between democratic actors is more important than ever. For decades, Party International organizations have mobilized like-minded political parties from around the world to effectively push a joint agenda. However, democratically-minded political parties are still missing an international, cross-ideological space to collaborate and support the defense of democratic institutions in their constituent countries.

To fill this gap, a new NDI initiative seeks to create opportunities for multilateral collaboration of democratic political parties from across the global and political spectrum. This international collaboration could create possibilities for global knowledge-sharing and coordinate strategies between parties to defend democratic institutions and uphold rule of law. The Institute seeks to bring together representatives from major party international organizations and coalitions to form this network. Party members across the ideological spectrum from around the world will be invited to participate.

II. CONSULTANCY OVERVIEW

The objective of this consultancy is to collect political party representatives’ needs, interests, and desires regarding participation in international, non-partisan democratic spaces and networks. The consultant will work with NDI to create a survey and conduct follow-on focus groups and interviews.

III. CONSULTANCY PURPOSE AND DELIVERABLES

Purpose

The purpose of the consultancy is to create a survey and conduct interviews for an NDI initiative seeking to create a collaborative space for political parties across regional and ideological lines. Under the initiative, the Institute will contact potential respondents from member parties of the party internationals and distribute the survey. The consultant would be responsible for creating the survey, analyzing the results, conducting follow-up interviews, and producing a summarizing report. NDI staff members would participate in the interview process as well.  

Tasks & Deliverables

The consultancy will have the following deliverables:

Survey 

The consultant will create a survey intended to determine the needs and desires of political party representatives from different ideological umbrellas. NDI will provide the respondents and help the consultant distribute the survey and collect responses. The consultant will analyze the resulting data for the report and select candidates for follow-up interviews in consultation with the Institute. The survey will include questions capturing the following themes:

  • To what extent do you collaborate with parties outside of your region and ideology?
  • What types of collaboration with other parties would be helpful for your party?
  • What cross-cutting issues is your party facing today? What sort of knowledge and experience could help you address those problems?
  • What issues are all parties facing today that must be addressed collaboratively across borders and ideologies?
  • What collaborative activities are practical for your party? For meetings, what locations, online channels, and tools would work best? And how often would you prefer to meet with other parties?
  • If you were to share knowledge with parties from other regions, what topics would interest you most?

NDI will distribute the survey to five political parties per party international and international youth wing organization. The survey will not exceed a maximum of 30 minutes to complete.

Interviews (3-5 interviews or focus groups)

The consultant will conduct a series of follow-on interviews with a selection of survey respondents to gather further insight into their responses. The consultant, in consultation with the Institute, will select a diverse sample of survey respondents and schedule interviews and focus groups to further explore the themes outlined in the survey. The consultant will decide the structure and direction of the focus groups in consultation with NDI. The consultant will prioritize diverse focus groups, in both ideology and geographic representation. The Institute’s staff and the consultant will conduct the focus groups together. 

Summary Report

To present the conclusions of the survey process to NDI, the consultant will create a succinct 5-10 page report on the collected data. The consultant will combine the findings of the survey and follow-up interviews into a single report, focusing on common trends in the answers of participants. NDI will provide the consultant with guidance regarding the topics and results of greatest interest to the Institute.

For each deliverable, the consultant will work with NDI staff and present an outline for the Institute’s approval prior to the distribution of the survey and conducting the focus groups. 

III. REMUNERATION 

NDI will pay the consultant per day(s) worked, at a rate of $350 per day, not to exceed 20 days or a total of $7000 to complete the assignment.
