Overview: DT Global is seeking a Grants Coordinator Consultant to support implementation of the Building Resilient and Inclusive Communities in Conflict (BRICC) activity in partnership with Proximity International. This program aims to advance the BRICC Resilience Objective (RO) of fostering resilience and stability in conflict- affected communities across Syria to prevent the re-emergence of extremist groups such as ISIS; countering the influence of malign actors such as Iran; empowering communities to negotiate a peaceful resolution to the conflict; and paving the way for safe, dignified, and voluntary return of internally displaced persons and refugees. The Syria Livelihoods Project (SLP) TO will advance the RO by delivering services to achieve the BRICC IDIQ Intermediate Result (IR) 3: Livelihoods restored and local economies revived.

The Grants Coordinator Consultant will provide administrative, monitoring and reporting support for activities in Northeast Syria, working remotely from Amman, Jordan. The Grants Coordinator Consultant will support the Activity Managers in the development and implementation of USAID grants under contract, at all stages. This will include supporting prospective and final awardees in preparation and submission of compliant documentation, maintaining regular communication to coordinate and support implementation of awards, and supporting the preparation and submission of reports and payment requests. The Grants Coordinator Consultant will also, working with both Jordan‐based Activity Managers and Syria‐based Grants Officers, monitor all aspects of implementation, track potential issues and progress toward completion of activity objectives and strategies, as well as support awardee compliance with requirements of the grant agreement, and applicable USG regulations.

Tasks and Responsibilities:

  • Lead communication and coordination with Syria‐based officers, including overseeing approvals and context updates
  • Responsible for the coordination and follow-up on implementation of trainings and capacity building activities for the program’s field officers, partners and local organizations in various sectors
  • Support the MEARL Manager in executing data collection and site visits to verify activities and performance on the ground
  • Support the Activity Managers’ engagement with Syrian local partners to develop concepts for proposed activities under SLP’s scope of work, including supporting awardees in drafting, editing, and submitting activity concept documentation and work collaboratively with the Syria‐based officers in NES
  • Support the Activity Managers and Grants Director to develop the final activity proposal package for each proposed grantee. This package will include (but will not be limited to) background and justification, objectives, M&E, sustainability, environmental compliance documentation and grant budget
  • Under the supervision of the Activity Manager, support validation and verification of award documentation, including providing spot checks and additional monitoring to ensure accuracy and reliability of data and information provided
  • Work with the SLP Activity Managers, Grants Director, and the Director of Finance & Administration (DFA) to collect and maintain appropriate “audit ready” programmatic records and documents related to grant activity and implementation;
  • Under the supervision of the Activity Manager, work with SLP Syria‐based and Jordan‐based M&E teams and contribute to donor required reporting products, compilation of success stories, quarterly, and annual reports
  • Under the guidance of the Activity Managers, assist grantees to understand and interpret relevant USG regulations applicable to SLP program implementation, policies, procedures, and reporting requirements
  • Under the guidance of the Activity Managers, support grantees to ensure that grant disbursements conform with approved budgets and agreed‐upon grant disbursement schedules
  • Obtain and submit grant financial reports, grant payment documentation, and/or grant payment requests for submission to the Activity Manager for review
  • Under the supervision of the Activity Manager, and in close collaboration with the Syria field teams (Grants Officers, MEL Officers, Field Coordinators and Capacity Building Officers), support the monitoring of grant implementation;
  • Review the quality and completeness of deliverables and reports to ensure expected outputs and objectives are achieved
  • Other duties as assigned by the Activity Managers, Grants Director or Chief of Party consistent with the overall focus of the assignment.

Education and Minimum Qualifications:

  • Bachelor’s degree in a relevant field such as, but not limited to, international development or international finance
  • At least three to five (3 to 5) years of relevant work experience in program/grant/award administration, coordination, community mobilization and engagement, M&E, or management
  • Experience coordinating the implementation of activities working on sensitive stabilization or political transition objectives with other stakeholders
  • Experience working in a multi‐cultural environment with diverse staff
  • Excellent written and spoken English and Arabic
  • Work authorization in Jordan

Preferred Qualifications:

  • Previous experience working on USAID‐funded projects or programs
  • Previous experience with USAID grants highly desirable
  • Interest and background in stabilization and transition programs
  • Prior work experience in Syria
