Job purpose

The post holder will provide support to country teams and the Regional Director/Head of Business to ensure the smooth implementation of current projects and to secure new business across the region. Programme Managers will be in regular contact with Country Directors and other senior in-country staff, supporting them to recruit staff, implement and report on projects. They will play a coordinating role, to help ensure that projects are legally and financially compliant, are delivered safely and are in line with BBC editorial standards and approaches. The Programme Manager is key to developing new business, including budgeting and proposal writing. The post holder will secure effective input from other departments to ensure smooth project delivery as well as managing external partnerships.

Key responsibilities and accountabilities

· Support project delivery, contributing to project design, writing or editing donor reports in collaboration with country teams, securing support from internal and external technical specialists and support departments.

· Proactively identify and contribute new ideas, opportunities and partnerships which fit within the regional strategy; research strategic funding opportunities including mapping and engaging directly with donors.

· Coordinate planning and creation of editorially compelling projects and coordinate the London-based submission processes.

· Write internal and external reports, risk assessments and other project materials as requested by the Senior Programme Manager.

· Contribute to the editorial quality and compliance of all programmes and materials produced.

· Contribute to knowledge sharing and policy development across the organisation.

· Develop effective partnerships within and external to the BBC.

· Play a role in the budgeting process, supporting forecasting and accounting for spend, and developing new budgets.

· Support country teams in identifying and resourcing training and capacity building for our own teams, including inter-country visits.

· Contract freelancers for short-term work.

· Support country teams to establish suitable procedures.

· Follow up legal or procurement issues.

· Monitor delivery of projects in country against agreed objectives and workplan.

· Contribute to knowledge sharing and policy development across the organisation.

· May include line management of Assistant Programme Manager(s) or Team Assistant(s).

Knowledge, skills, training and experience

· Experience working in the development field providing successful project support, including developing, delivering, monitoring and closing projects.

· Experience working with contracts – ideally with international development donors,

· Experience identifying and engaging with potential donors, and of successfully winning new business.

· Experience of developing proposals, securing new business from and reporting to donors (e.g. the European Union, USAID, DFID or others) with an understanding of evaluation frameworks.

· Experience preparing, monitoring and managing complex budgets.

· Experience managing and developing staff.

· Excellent attention to detail.

· Strong communication skills including the ability to write well in English.

· Experience working with people whose first language is not English.

· Excellent interpersonal skills, with a proven track record in forming effective relationships with a range of local and international partners.

· Able to demonstrate a sound understanding of BBC editorial values.

· Demonstrable interest in the relevant region.

Desirable

· Strong technical understanding of the communications for development sector, including media development and communications for behaviour and social change.

· Experience in media or media development.

· Knowledge of the relevant region and experience of working there.

· Experience working with logframes and Monitoring and Evaluation processes

· Experience managing and developing staff.

· Hostile Environment-trained or willing to undertake Hostile Environment training.
