Main purpose of job:
The Human Rights Policy Officer will support the Political Team in implementing the BE Bogota Human Rights Strategy. The Officer will investigate and report on the human rights context in Colombia, including meeting the reporting requirements of a UK Human Rights Priority Country.
The Officer will develop and engage with relevant contacts, including by travelling to Colombia’s regions, to provide information and analysis in ensuring that HMG’s human rights and political objectives in Colombia are being met, including around the Venezuela humanitarian crisis.
The Officer will work with the Human Rights Programme Manager to ensure that the BE Bogota Human Rights projects are supporting the Human Rights Strategy, and may be called to
manage one or more of the routine, smaller projects.
Roles and responsibilities / what will the jobholder be expected to achieve:
Research and analysis on human rights context in Colombia (30%)
· Undertake research and analysis into local human rights contexts in Colombia.
· Collate research to help meet reporting requirements as a UK Human Rights Priority Country.
· Support responses to UK Parliamentary enquiries and Senior briefings.
· Support and formulate strategies on Human Rights Defenders, Media Freedom, Preventing Sexual Violence and Peace Implementation.
Human rights policy and outreach (30%)
· Organise and support lobbying of relevant Government members/agencies.
· Build and maintain a network of contacts across civil society organisations, government and state institutions and other political actors in relation to human rights.
· Undertake travel to help the Embassy better understand local human rights contexts, and as part of project monitoring activities.
· Represent the Embassy regionally, and stand in for UK-based colleagues when necessary.
Programming support (15%)
· Work with A2(L) Human Rights Programme Manager to help design human rights projects that support the Human Rights Strategy.
· Lead on certain small-scale projects, including their financial administration.
Support to wider Political Team (15%)
· Support work on Humanitarian Policy and COVID-19 work.
· When required, provide political research and outreach support to the wider team e.g. during busy periods such as elections.
· Provide admin support in setting up visits and travel programmes.
Learning and Development (10%)
· Constantly improve understanding of analytical tools for assessing human rights/security contexts.
· Develop programme management skills, including using FCDO reporting tools.
· Attend learning and development events.
· Actively participate in performance appraisals process and action feedback.
Essential on arrival:
· Bachelor’s degree in Political Science, Law, International Relations, or related fields.
· One to two years of experience providing policy research and implementation support.
· Proficiency in Microsoft Office Suite especially Word, Excel and PowerPoint.
· Excellent communication, interpersonal and customer service skills.
· Demonstrable experience collaborating with cross-cutting teams and working as a part of a larger team.
Desirable:
· Experience working in the human rights policy field.
· Experience writing high-quality, analytical reports in English.
· Programme management experience.
