Summary of position:
Under the direction of the Property and Material Manager in coordination with the wider Property & Material team, plans and administers services related to the procurement and preventative maintenance of the Mission\’s staff quarters, official residences and chancery; plans and administers activities related to interior decoration of staff quarters, and the supply and maintenance of required furnishings, equipment and appliances; maintains contact with local real estate and construction industries, negotiates lease renewals and repair and maintenance contracts, and provides consultative services in respect to purchasing; supervises several locally-engaged staff; prepares the annual input and updates to the property management system as well as the multi-year property maintenance plan which includes estimates and budget input for operations and maintenance requirements; and performs other duties.


Essential qualifications:
A bachelor’s degree from an accredited college or university; OR an acceptable combination of an associate’s degree and 7 years relevant experience to the specific areas of competence required by the position.
Experience:
• At least four (4) years of progressively responsible recent experience providing administrative services and budget management in a professional work environment, including experience in at least one (1) of the following areas: residential property management, facilities management, procurement, operations management;
• Recent experience in project management;
• Recent experience providing front-line client service;
• Recent experience with Microsoft Office Suite; and
• Recent experience researching, writing reports, and presenting to management.

*Recent as defined in the last 6 years.
Rated requirements:
Knowledge:
• Knowledge of property management, including leasing and acquisition/sale of properties in the local market;
• Knowledge of facilities management, including preventative maintenance, repair, upkeep of buildings and physical resources;
• Knowledge of the New York City real estate market including relevant building codes and regulations;
• Knowledge of procurement and contracting from suppliers and service providers;
• Knowledge in working with Microsoft office applications and mobile platforms;
• Knowledge of inventory management and warehousing/storage; and
• Knowledge of budget management, including business planning, preparing budgetary forecasts, trend analysis and reports.

Abilities:
• Ability to evaluate problems, analyse options and provide recommendations for solutions;
• Ability to project manage, plan, organize and manage multiple priorities, resolve problems within tight deadlines and work under pressure;
• Ability to assign, coordinate with team members and manage the work performance of staff and contractors;
• Ability to manage resources, plan and forecast resource requirements, analyse and provide strategic advice;
• Ability to negotiate and obtain value for money through procurement and contracting;
• Ability to work in teams and achieving results to meet team objectives; and
• Ability to communicate effectively both orally and in writing, including the drafting of reports.

Operational Requirements:
Normal hours of work for this position are in accordance with the Locally Engaged Staff (LES) regulations of 37.5 hours per week.


Condition(s) of Employment:
• Eligibility for a Government of Canada Reliability Status which includes a criminal and credit background check; and
• Independent work authorization in the U.S. and status in accordance with the US protocol directives for foreign missions.


Area of selection:
