The United Nations Development Programme (UNDP) has been supporting more than 60 parliaments globally to strengthen parliament as an institution of good governance, inclusive development and public accountability.
In the Pacific, the UNDP Pacific Office (PO) has been supporting Pacific Parliament to fulfil the core functions of parliaments of law-making, oversight and representation. The PO has supported Pacific Parliaments to reform the parliamentary professional service, provided trainings and activities to strengthen parliamentary library and research services, provided policy support with a focus on SDG advocacy, supported the production of Budget Briefs for members to assist with informed debates on the national budgets, increased opportunities for citizens and CSO engagement in the work of parliament, built capacities for members and staff on substantive and procedural issues as well as skills such as public speaking, dealing with the media, debating, and codes of conduct, supported the development for institutional frameworks to ensure that parliaments have sufficient power and independence to contribute to democratic development
The Pacific Office is currently implementing three (3) Parliament Projects in the Pacific: Fiji Parliament Support Project Phase 2 (2017-2021), Strengthening Legislatures in Pacific Island Countries Project (2018 – 2021) and Pacific Parliamentary Effectiveness Initiative Project Phase 2 (2019 – 2023). The Parliamentary Development projects are part of the UNDP PO inclusive political processes portfolio that also includes projects working on elections, constitutional reforms, strengthening political parties and strengthening women’s political participation.
As an entry point of its parliamentary development support to pacific parliaments, UNDP supports the committee systems of parliaments to effectively undertake its legislative and oversight functions. This includes the building of the capacities of staff and MP on the roles, powers and functions of a committees, roles and functions of committee staff, planning the work of committees, roles and functions of committee members and Chairs. UNDP has also assisted in the establishment of committee hearings or public forums; and assisted the committee with assessment missions and research trips, including the provision of specialist and generalist advisors to committees.
Objectives Under the Fiji Parliament Support Project, as part of UNDP’s support to the committee system of the Fijian parliament, UNDP is seeking to recruit trainer to undertake trainings for the Standing Committee on Economic Affairs and Standing Committee on Natural Resource on how to read the financial statements included in Annual Reports, summarise the main findings, identify key matters and suggest lines of inquiry for the Committee. |

Scope of Work The Trainer/Advisor, under the overall supervision of the Effective Governance Deputy Team Leader and working closely with Parliamentary Specialist, Governance Analyst will be responsible for the following:

Price Proposal and Schedule of Payments Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages:
In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.
Evaluation Method and Criteria Individual consultants will be evaluated based on Cumulative analysis. The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%) and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.
Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Note: Successful individual will be required to provide proof of medical insurance coverage before commencement of contract for the duration of the assignment. Incomplete, joint proposals and proposals sent to the wrong mailing address will not be accepted and only candidates for whom there is further interest will be contacted. Individuals interested in this consultancy should apply and will be reviewed based on their own individual capacity. The successful individual may sign an Individual Contract with UNDP or request his/her employer to sign a Reimbursable Loan Agreement (RLA) on their behalf by indicating this in the Offerors letter to Confirming Interest and Availability using Annex II.
