ABA-ROLI is looking for a Senior Technical Advisor (STA) responsible for programmatic, financial, and operational activities related to a one-year program to improve legal protections and safeguards for fundamental freedoms in Algeria. The program aims to equip the Algerian legal community with the tools to effectively advocate for and litigate on fundamental freedom and legislative reform issues. The STA will lead technical assistance to the Algerian legal community and civil society actors, building skills to expand access to and awareness of fundamental freedoms and supporting partner justice sector reform initiatives. This is a one-year position, based in Rabat with periodic travel to Algiers to conduct program activities.
Principal Duties/Job Responsibilities
-Responsible for the day-to-day management of ABA ROLI’s Algeria Legal Partner Initiative, including compliance with donor, ABA, and local laws/regulations.
-Organize, deliver, and participate in discussions and training sessions for lawyers and civil society actors in Algeria and through online platforms.
-Support the review of Algerian laws and regulations providing succinct recommendations.
-Supporting the development of Algerian reform initiatives, including planning and implementation by local partners.
-Support the review and management of actual to planned budget performance, creating operational analyses and recommendations to make course corrections as needed.
-Accountable for all timely, accurate, and compliant programmatic monitoring and evaluation activities, and program reporting to the donor and ABA-ROLI DC-based staff.
-Managing/training the program coordinator based in Algiers and supervise international and local consultants supporting the Initiative.
Qualifications
Masters’ degree or Juris Doctorate from an accredited college or university.
A minimum of 10 years of legal experience of which five is in one or more of the following areas: Policy Analysis, Strategic Litigation, Legislative Drafting, and Advocacy Campaigns, preferably internationally.
At least eight years’ experience in international development.
Preferred Qualifications
At least two years of experience managing programs/projects, including technical and financial oversight, monitoring and evaluation, and management of staff.
An understanding and knowledge of the North Africa region is required; in depth knowledge of Algeria preferred.
English language is required; proficiency in Arabic and/or French highly preferred.
