Description of Organization: The Bureau for Development, Democracy and Innovation (DDI) integrates technical expertise with values-driven, cross-cutting priorities, and modern approaches to the way USAID performs its work. It provides client-centered technical services to USAID’s Missions worldwide, supports programming to innovate, learn, and address emerging issues, and provides technical leadership within the Agency and externally to enhance development impact.

The Center for Education (DDI/EDU) leverages its expertise, partnerships, and global perspective to guide and influence the education sector, advancing U.S. Government development priorities. The functions of the Bureau and Center are described in ADS 101.

Description of Position:  The Education Development Officer (Strategic Engagement Advisor) will formulate strategies, policies, and guidelines to further education activities; assist in designing and managing initiatives and strategies; engages other elements of U.S. development assistance in the inter-agency community; and accomplish broad programmatic goals.  The Officer will analyze and track legislation that impacts education programming and advise Center leadership on external engagement with advocacy groups, other U.S. Government (USG) agencies, Congress and other stakeholders. Finally, the Officer will support the Center throughout the program cycle on operational and/or technical matters, developing and mobilizing responses to emergent priorities that require global coordination within education.

Qualifications:

  • Must be a U.S. citizen.
  • You must have one year of specialized experience equivalent to the next lower grade level (FL-03) of this position.  Examples of specialized experience include:
    • Strategically engaging relevant stakeholders throughout the United States Government (USG), especially Congress and the interagency community;
    • Representing a work unit in high-level USG fora, and representing international education equities at an expert level;
    • Formulating, implementing, and deconflicting policies and strategies while also ensuring inclusive processes and outcomes; and/or
    • Representing a work unit to donors and partners on matters of policy and strategy; and
    • Must be eligible to obtain and maintain a Secret security clearance.
