Since 2016, UNICEF is responding to the unique needs of adolescents and young people who are seeking asylum in Europe, on the move, stranded or pushed back. The operation established in Italy aims to provides support to the Government of Italy on children and young migrants and refugees, to ensure timely, equal and appropriate care, protection and support for their social inclusion, as part of the Regional Migrant and Refugee Response.

At central level in Italy, UNICEF has an on-ongoing Memorandum of Understanding with the Ministry of Interior and is actively cooperating with the Ministry of Labour and Social Affairs and the National Ombudsperson for Childhood and Adolescence, which are the other two key Italian authorities in charge of Un-Accompanied Minors (UAMs). At local level, UNICEF and its implementing partners are collaborating with all the key institutions to provide technical assistance and build capacities for the protection, care and social inclusion of UAMs and UAMs who have come of age. Initially the Italy Response focused mainly on child protection and adolescent development, while since 2019 a GBV component has been integrated.

The Youth & Adolescent Development programme focuses on participation and skills building activities to guarantee Unaccompanied Minors (UAMs) and young migrants and refugees have access to key information, have their voices heard and are empowered to take the lead and have the skills and competencies needed for their social inclusion in Italy.

The focus of the Child Protection (CP) and Gender-Based Violence (GBV) programmes is access to key life protecting information, promotion of uptake of services, identification and referral of at-risk boys and girls to relevant services, including psychosocial assistance, GBV services and access to alternative care and guardianship.  Moreover in 2020 a key partnership with DG Health was established, which includes a strong component of health literacy promotion among migrant and refugees. Key health messages are therefore woven into existing programs, with a strong focus on mental health, immunization and adolescent reproductive health.

Communication and advocacy for the promotion of children’s rights and related policy reform has been a key feature of all 3 programme areas. One of the key pillars of the communication and advocacy strategy for migrants and refugees in Italy is to give young people themselves the opportunity to voice their opinions – this has been primarily achieved through U-Report on the Move (https://onthemove.ureport.in/), a digital platform that through access to key information, polls and content sharing puts young migrants and refugees in the driver’s seat making them digital story-tellers, advocates for their communities and inspiring others who have listened to their voices.

In support to the UNICEF Uprooted campaign, and particularly starting in 2019 with version 2.0 of Uprooted,  the migrant and refugee response has stepped up efforts in support to the promotion of positive narrative around uprooted children and young people through mobilization and engagement UAMs, young migrants and refugees, Italians from marginalized communities, 2nd generation adolescents, young activists and volunteers. For this purpose, other channels have been set up and/or leveraged, namely, UNICEF Italy Activate Talks (https://www.activatetalksitalia.com/ )and the U-blogger platform (https://www.ublogger.org/), as well as mass media and social media platforms targeting the Italian audience for amplification purposes.

With the onset of the COVID-19 emergency, the scope of communication and advocacy actions has expanded to include Risk Communication and Community engagement interventions, using both online and offline platforms for peer-to-peer messages on prevention and access to services and for behavioural change, as well as to better inform UAMs and young migrants and refugees on the changes brought about by the secondary impact of COVID-19 to their entitlements (legal status, online safety, education paths, GBV and employment). Adolescents and youth were also given the opportunity to share their experiences, including positive action taken in the response to COVID-19, and to  share lessons learned during lockdown and imagine a better future for themselves, their communities and beyond (The Future we want), further advancing UNICEF’s social cohesion agenda in Italy.

The production of audio-visual material has been integral to these communication and advocacy interventions and has grown exponentially over the past two years, ranging from video pills providing key lifesaving and life protecting information to young migrants and refugees via U Report on the Move to mini videos with interviews to adolescents and youth for Activate Talks and the Future We Want initiative.  Examples of some of the material can be found here:

How can you make a difference?

Under the direct supervision of the Youth and Adolescent Development Specialist, P4, in Rome, Italy, the Film Maker is primarily responsible for the production of Audio Video content related to the adolescent, child protection and Gender-based violence programmes with a focus on youth-led communication and advocacy. 

Regarding timing, key messages and modalities for each deliverable, the Film Maker will work in close collaboration with the responsible of each program and/or area.

Performance Indicators: 

  • Quality of audio-visual materials produced;
  • Compliance with the UNICEF branding requirements;
  • Timeliness of response to the team’s requests;
  • Timely delivery of deliverables and adherence to timeline and set deadlines.

Contractual arrangements:

  • Duration of contract: the consultant is expected to work for  92 days over a period of 8.5 months. 
  • Supervisor: The Consultant will report to the  Youth and Adolescent Development Specialist of the Migrant and Refugee Response, Rome, Italy
  • Location: The Consultant will be home-based in Rome with 3 trips to the field locations in Italy (North, Centre and South) (max 4 days/ trip).
  • Logistics: The consultant should have his or her own computer, as well as the relevant required softwares needed for their work.  In case of need, the Consultant will ensure remote online work for the production of audio and video contents for the web.
  • Taxes: Consultants and Individual contractors are responsible for paying any taxes derived from the earnings received from UNICEF
  • Payments: The payment will be done in 5 instalments:
    • First instalment (the equivalent of 18 days) after satisfactory completion of Deliverable 3;
    • Second instalment (26 days) after satisfactory completion of Deliverables 1 and 2;
    • Third instalment (18 days) after satisfactory completion of Deliverable 4;
    • Fourth instalment (18 days) after satisfactory completion of Deliverable 5;
    • Fifth instalment (12 days) after satisfactory completion of Deliverable 6.

TRAVEL:

  • All UNICEF rules and regulations related to travel of Consultants/ Individual Contractors apply.
  • All travels shall be undertaken only upon the prior written approval by UNICEF.
  • An amount for travel will be specified in the contract (travel lumpsum).
  • The consultant is responsible for his/her for travel arrangements. The most economic and direct route is authorized.
  • Travel costs will be reimbursed after the completion of mission. UNICEF will pay applicable DSA and other travel related expenses upon submission of the invoice together with the supporting documentation.

NATURE OF PENALTY CLAUSE IN CONTRACT

If the final reports and documents are not submitted according to the deliverables stated in this TOR, the payments will be withheld.

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines (fees reduced due to late submission: 20 days – 10%; 1 month -20%; 2 months -30%; more 2 months – payment withhold). All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.

To qualify as an advocate for every child you will have…

Required:

  • University degree in Journalism, communication, filmmaking or another relevant field. Years of experience accompanied by professional certifications may replace the degree;
  • Proven record and at least 2 years professional experience in video shooting;
  • Proven record and at least 2 years professional experience in video editing programs;
  • Proven record and at least 2 years professional experience in graphics programs;
  • Solid knowledge and proven record in web communication and content creation;
  • Experience working with adolescents and young people;
  • Fluent Italian and at least Intermediate level of the English language.

Desired:

  • Prior experience of working UNICEF or the UN;
  • Experience of working with migrants and refugees.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
