UNICEF is looking for a consultant to support the development of a vaccine forecasting toolbox and related training materials to be used by countries. The consultancy is 140 days over a 7 months period. It is a home-based consultancy with 2 expected trips to Copenhagen of approximately 1 week each. Deadline extended : 11 October 2021 BACKGROUND: Gavi’s strategy for the 2021-25 period (‘Gavi 5.0’) focuses on increasing equity of immunization programmes by reaching marginalized children in the world’s poorest countries with the objective to save millions of lives. Effective and accurate vaccine forecasts are critical to ensure that country immunization programs sustainably reach unreached children with life-saving vaccines in different country settings. In 2019, the Monitoring, Strategic Data and Evidence Unit (MSDEU) of UNICEF Supply Division and the UNICEF Programme Division started the initiative to develop and implement a tailored strategy and an action plan to support countries strengthening their capacity to develop more accurate vaccine forecasts. The first phase of the initiative concentrated on learning from countries that routinely produced accurate forecasts through the implementation of an assessment. Based on the findings from the assessment, UNICEF developed a strategic guidance document on strengthening the vaccine forecasting processes at country level, which provides countries with five high-level strategies to guide the design, planning and implementation of their forecasting strengthening interventions. The second phase of the initiative consists of developing generic, adaptable and easy to use operational tools, based on the learnings from the assessment, as well as other international best practices in forecasting, and directly supporting countries in strengthening their forecasting capacity through a tailored implementation of the strategies and/or the forecasting operational tools. UNICEF is looking for a consultant to support the development of a vaccine forecasting toolbox and related training materials to be used by countries.

How can you make a difference?
Deliverables/Outputs :
– Tools 1 to 5: 5 months after contract starts (60%)
– A Power-Point training programme covering Tools 1-5: 7 months after contract starts (20%)
– Toolbox development is implemented as per workplan, stakeholder inputs are regularly received, and all stakeholders are continuously engaged: Ongoing- (Payment at end of contract 20%)
To qualify as an advocate for every child you will have…
- An advanced university degree (Master’s or higher) in Public Administration, Business Administration or Management, Public Health, Pharmacy, Supply Chain Management, or related field.
*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.•Minimum 5 years of progressive work experience at national and/or international levels in either public and/or private sector in domains such as supply chain, demand planning and forecasting, business analysis, and/or data analytics/management.
•Experience with forecasting of health products, particularly in the context of developing countries. Specific experience in forecasting of vaccines and related supplies is preferred.
•Experience in the conceptualization, design, and development of user- and learner-oriented technical guidance and training materials.
•Demonstrated experience in the management of complex, multi-faceted projects requiring the consensus of diverse stakeholders.
•Experience working in a multi-cultural environment and/or developing country situation is an asset.
•Work experience within the UN or a similar organization / NGO is preferred.
Technical knowledge
•Experience in the forecasting of health commodities and an expert-level of knowledge of demand forecasting principles, methods, and tools.
•Knowledge of end-to-end public health supply chain processes in developing countries.
•Experienced use of Microsoft Office Suite, with advanced tool design competencies in Microsoft Excel is a strong asset
Language
Proficiency in English is required. Fluency in French is an asset
