BACKGROUND
UNICEF is currently co-chairing Every Newborn Action Plan (ENAP) and Quality of Care (QoC) global initiatives/partnerships with WHO. Our combined workplan has reached out to more 90 countries for ENAP and around 15 countries for initiating and implementing quality of care standards on maternal and newborn health.
The partnership intends to harmonize support across various stakeholders and identify priority activities to address country level technical assistance needs. Coverage targets and milestones for newborn health and ending preventable stillbirths have been developed, outlining key targets to be attained to accelerate progress towards the Sustainable Development Goals. UNICEF leads on supporting development of national plans, country implementation, development of progress tracking reports including strengthening quality of care and data. To accelerate change, routine collection of data requires improvement, with a strong focus on coverage, quality and outcomes. Existing data also need to be better utilized for accountability and action.
In addition to global support provided to UNICEF regional and country offices, the Maternal, Newborn and Adolescent Health (MNAH) Unit is also piloting, implementing and scaling up various initiatives such as Every Mother Every Newborn (EMEN), strengthening Maternal and Perinatal Deaths Surveillance and Response (MPDSR), Kangaroo Mother Care (KMC), sustaining management of Possible Serious Bacterial Infection (PSBI) etc in country offices.
Terms of Reference / Deliverables
Under the guidance of the Senior Adviser Health, the incumbent will provide technical and operational support to the team in the management of various MNH Programmes and tracking of country progress.
Expected Results:
- Programme monitoring and coordination mechanisms strengthened
- Progress and financial reports are prepared and submitted to donors in a timely manner
- Global reports are developed in a timely manner
- Country experiences and best practices are documented for knowledge sharing
Deliverables/Outputs:
- ENAP Coordination with UNICEF USA and country offices for timely implementation and reporting including regular touch base with countries and regional offices.
- Support development and finalization of ENAP 2020 annual report – support quality assurance, identify graphic designer and work with designer on layout for print ready version.
- Facilitate PSBI touch base and country updates – Indonesia, Niger, Pakistan and Tanzania
- Support SMQ review process
- Coordinate compilation of USAID umbrella grant progress report
- Support progress monitoring, and facilitate country progress update calls for PSBI – Pakistan, Indonesia, Niger and Tanzania
- Facilitate QoC fund transfer from the donor including allocation of funds
- Support global ENAP secretariat
- Facilitate country progress update for PSBI countries – Pakistan, Indonesia, Niger and Tanzania
- Support MNAH mid-year workplan review
- Facilitate progress monitoring, and country progress update calls for regional lever’s grant
- Facilitate progress monitoring, and country progress update for PSBI countries – Pakistan, Indonesia, Niger and Tanzania
Qualifications
- Advanced university degree in social sciences, management or related field.
- Five years of work experience at the national and/or international levels in planning, programme management and multi-country grants management
- Project management experience including donor report preparation
- Experience in organizing high level advocacy events including partner coordination
- Excellent communication and writing skills; fluency in English is required
- Previous work experience with UN/UNICEF is an advantage
Requirements:

- Any other estimated costs: visa, health insurance, and living costs as applicable.
- Indicate your availability
- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
U.S. Visa information:
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
