Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In this role as the global voice and advocate for gender equality and the empowerment of women, UN Women must deliver to an ambitious agenda as a centre of excellence on knowledge, partnerships, advocacy and social mobilization, as well as a convener, thought leader and champion of gender equality and women’s empowerment.

2020 marked the 25th anniversary of the Fourth UN World Conference on Women and adoption of the Beijing Declaration and Platform for Action (1995), the international blueprint for gender equality and women’s empowerment. In that context, UN Women convened the Generation Equality Forum (GEF), a global gathering for gender equality, co-chaired by France and Mexico, with the leadership and partnership of civil society. A gender equality global acceleration plan was developed that centred adolescent girls.

In view of the crucial contribution of civil society organizations in the advancement of gender equality, women’s empowerment and women’s rights, the role of young people especially adolescent girls is fundamental in the full realization of the Beijing+25 agenda. UN Women’s unique and critical role in engaging civil society and partnership building with women’s organizations including youth and girl led organizations as stakeholders to achieve gender equality and women’s empowerment will be key drivers in helping UN Women achieve its strategic goals and fulfil its organizational mandate.

Under the general guidance and direction of the Deputy of the Civil Society Division, the Adolescent Engagement Consultant will be responsible for providing strategic guidance and advice on outreach to adolescents’ constituencies, managing political implications and challenges of working with adolescents and ensuring the implementation of safeguarding measures when working with adolescents.

Duties and Responsibilities

Responsibilities:
Provide strategic guidance and advice on outreach to adolescents’ constituencies

Advise on legal aspects of meaningful participation of activists under 18 years old in UN Women

Providing guidance to managing political implications and challenges of working with adolescents

Provide inputs on the conceptualization and outreach content of adolescents’ engagement.

Facilitate and support preparatory brainstorming and outreach meetings and activities with girl led groups and constituencies

Support and manage the Adolescent Girl Advisory Group.

The main responsibilities on safeguarding the wellbeing and meaningful participation of adolescent girls under the age of 18:

Identify and address any institutional risks, particularly safeguarding work with girls and other legal gaps. This will include

Development of relevant policies, processes, protocols

Labour code working with activists under 18 years old

Document and improve existing strategies and approaches to girl engagement, child

participation, and child protection

Potentially develop girl and queer friendly information that is accessible and relevant to their contexts

Organize and deliver online webinars and if needed in-person trainings UN Women community

Advise on UN Women’s monitoring and evaluation, capacity building, advocacy when it comes to supporting teenage girls and LGBTQA youth participation.

Deliverables expected from this consultancy:
Policies for work with teenage girls and LGBTIQ youth, these could include but not limited to:

Ethical standards for working with minors

A whistleblower policy

A child protection policy

Safeguarding policy

Training materials for working with adolescents

Do no harm approaches for engaging with Adolescents

Excellent IT skills, including databases, extranet and office software packages.

Strong analytical and interpersonal skills.

Required Skills and Experience

Master’s degree or equivalent in social sciences, international relations, communications, women’s studies, or a related field is required.

At least two years of research and civil society engagement with particular focus on adolescents.

Understanding of gender equality and women’s empowerment.

Understanding child protection issues and the Convention on the Rights of Child an asset

Familiarity with girl led organizations and international institutions.

Experience working/interning in the UN system is an asset.

Language:
Fluency in oral and written English is required. Spanish or French will be an added advantage.
